Hello to everyone reading this. Many people are already aware, but in the "discussions" section of the forum, I brought up an idea about changing the housing allocation system while creating new jobs at the same time. I mentioned that if there was great interest, I would post this discussed topic in the "Suggestions" forum.
This "suggestion" is almost no different from the discussion I raised, only here everything is neatly organized and clearly explained so that readers can have a clear view of the idea I have currently refined.

What is it about?
- -The new housing allocation system would involve creating a job position called "Residential Building Manager" (RBM). Every residential block on the map would have such a manager whom people could contact to get housing, thereby choosing the apartment they would like to live in.
- Each building would have only one "Residential Building Manager".
Criteria to become a "Residential Building Manager" (RBM):
- -The person must have Tier-3 status.
- -No criminal record or minimal offenses.
- -No membership in other City industry branches such as CMRU, CWU, etc.
- -To become an RBM, one should contact the Head of MOC or the CWU office, which will forward the application to the Head of MOC for further instructions and approval.
RBM Duties:
-Maintaining the condition of the residential block and apartments.
-Collecting rent payments from block residents to be forwarded to the MOC institution.
-Allocating apartments to civilians qualifying for a specific residential building, thereby collecting an initial rental fee (not to be confused with the ongoing rent).
-Resolving conflicts between residents.
-Gathering information about the civilians in the residential block.
-Conducting unannounced inspections to find illegal items, substances, or unregistered cohabitants, subsequently notifying authorities of any law violations.
How to get an apartment?
-To obtain an apartment in a given block, one must contact the RBM working in that residential block, then go through a screening to check if their social status is appropriate for living in that residential block. (In slum boundaries, only Tier-0 or higher, and in a residential block for loyalists, Tier-4 or higher). If so, proceed to fill in the new resident information and then select from a list of available apartments, pay for it, and receive a key.
Housing payments:
-Each week there will be a settlement day when all residents of the block must go to the "Residential Building Manager" office to pay for their stay in the residential block. If a citizen cannot pay for the apartment on that day, they will be put on the unpaid bill list, which they must pay within the next two days. If payment is not made via terminal or personally with the manager, eviction proceedings will begin. If the resident does not have enough credits for the bill, the manager may (possibly) take valuables equivalent to the bill amount to pay it off. Upon payment, each person can prepay for their stay. Advance payments can only cover one cycle.
If someone cannot pay the bill on the settlement day or the next two days due to external reasons, they can set up an automatic payment in the terminal, which will send information to the RBM's tablet or computer about such payment.
There are still many issues that could be added, but they need to be addressed by the administration. For example, a hierarchy tree concerning the dependencies of this job on MOC or CWU, or it could be independent of them. In short, there are indeed many things to include, but they are more complex to implement.
This is everything I had in mind. That discussion was a spur-of-the-moment idea, and this is the final version I wanted to present.
