A large group of ex-futurists who made their way out of the City 32 after the fall of City 59 caused Futurist groups to be rounded up and executed by the Combine.

Trades with Nachtigallen and Warden remnants
Long Term aspirations to arm up and liberate City 32, using the City 24 region as a means to get the resources to do so.
Singular hidden but firm holdout, based in the old city of Bern.
(Neutral / Antagonist) 51st Conscript Battalion
A battalion of disillusioned conscripts who sabotaged their explosive collars and organised a large scale escape attempt, successfully evacuating their troops with heavy casualities but preserving both their leadership and expensive Overwatch equipment. The group is known to be radical in their views, with a large population of enslaved refugees kept in line with explosive collar equipment similar to those used by the Combine on conscripts.
250~ People Strong. 15%~ Collared slave forces
Believes local resistance groups are weak, and thus are in conflict with many of them. Aggressively robs and enslaves nearby refugees for their cause.
Multiple Holdouts within the region, each led by a Lieutenant loyal to the Battalion's Captain.

Important
Whilst I understand some players will be retiring their characters to the settlement, it is important that these characters don't do too much off screen.
They may scout the local area, and gain information on local minor factions for the sake of expeditions, but The Leukocyte's First Encounters with major factions should be done ICly in game. Some characters may hear about these major factions off screen, but shouldn't learn anything too qualitative about them when not in game and roleplaying.
Discovery Expedition
A passive expedition where the players find the old bunker and clear it out.
Include two maps. The first map will take place during their travels from City 24 to Leukerbad. During this expedition, introduce them to a patrol from L'Organizzazione, including one of their characters (Not the leader. Most likely Aria or Chaive looking for supplies for their respective jobs). This encounter shouldn't amount to much, but use it as an oppurtunity to introduce the faction for later.
The second map will be the bunker itself, where the players clear it out and realise the task ahead of them they'll have to repair it. Block off certain areas of the map with and include scenetext that these areas could be excavated/repaired etc etc so the players will be able to see the fruits of their labour when returning to the map in the future.
Followup Expedition(s)
A followup expedition(s) where the players begin to repair and rebuild New Leukerbad.
Content of these expeditions may change depending on how they want to go about doing this, but some options include:
Searching Local POIs for equipment. The players scout the local area for equipment. If they do this, they should have an encounter with a 51st Battalion squad (In a context where the squad would not be hostile, such as a group returning after a successful raid with not enough room to carry anything they get from the players, and thus have no reason to attack them).
Raiding local groups for equipment. The players can choose to raid local groups for equipment, such as bandits or refugees. Their actions may impact their standing with the Major Factions, so keep this into account - but if the players desire to launch an attack on L'Organizzazione or The 51st Battalion. Allow them and see where the roleplay goes.
Raiding / Stealing from the Combine. Attacks on a Combine base where they steal supplies (A CWU Outpost perhaps) to be taken to the settlement. If going down this route, Ensure the expedition is set in a location far away from the Settlement so that Combine attention isn't brought to it ICly.
