Introduction

The Controlled Substances Act of 2017 is a legislation with economic and social impact in mind. It is divided into two sections listing the necessary steps that need to be taken to achieve the goal of this act and to ensure that there is a controlled and supervised manner of introduction to the public without raising issues.

Tony Jenkins, Advisor.

Section One

Decriminalisation

Under the current „Contraband and Verdict” Index provided by our benefactors is the possession, use and distribution of conscious state altering substances, commonly referred to as „drugs“, considered an „Orange“ tier violation and is met with proper re-education, documentation and removal of social credits through a civil protectorate. [1]

Under the effect of this Act, the following is advised to be changed:

1.1. Certain substances, to be determined by the Civil Combine Administration (CCA) or a higher authority, shall no longer infringe the „Contraband and Verdict” Index and thus be made legal. They are no longer meant to be faced with punishment and be labelled as a socio-incursion.

1.2. The acquisition, be it through purchasing, gifting or finding of said substances without the proper medical paperwork or loyalist status of Tier 2 or lower is still considered a felony and shall only be punished with a „Green“ tier violation.
(Whether this is changed or not is up to the CP faction’s leaders discretion)

Section Two

Commercialization

To best reap the benefits from this legislation and its promising effect on our economy, we must allow the vending of the predetermined substances through the shops located within C24. Ideally, it would be wise to seek the counselling of the Civil Business Union (CBU) on how to best approach and incorporate this part of the legislation.

Under the effect of this Act, the following is advised to be changed:

2.1. Shops and or venues around C24, may begin to sell an allocated amount of controlled substances to the upper echelon of the loyalist tiers. Anyone at or above Tier 3 may acquire them.

2.1.1 At what rate, quantity and venue these substances may be sold at is completely at the discretion of the CBU.

A doped up civic populace is one that has no time to think of resistance; merely subservience so they can get their next hit.

I approve.

Classical 1984 tactic. Dope the population, get em' high and they don't think about rebellion. However, I would have to support CMU establishing a rehabilitation program for addicts since getting doped up every day won't make you productive.

Another idea: Drugs Vending Machine by Radio Bob's.

The Overseers have come together and discussed this piece of legislation being proposed. We are fine with it going through. However, if the CCA also accepts this and this does get voted on, A overseer or two will be present to discuss some minor amendments on the "behaviour" of this legislation in regards of how it will work for the first few weeks or months of it being enacted.

Won't mention them here in the OOC sense, much rather prefer to mention our proposals via IC channels.

APPROVED - Some minor changes will be made to the implementation and what drugs are to be allowed.
