PREAMBLE

For too long Humanity has been misguided by its own ideals and imagination. For too long humanity has followed a path of disgrace and devolution. The arrival of Our Benefactors marked a new age for our most united race. An age of ascension, of progress, of unity and conformity. The inactivity and inability of the current output on the scientific cause is far too dull and nonexistent. This act aims to counter those elements, within the borders of City 24. The creation of the Bureau of Research and Innovation shall mark a step further to the improvement and progression of our City towards the will of Our Benefactors. A way to improve our quality of life. Our medicine. Our machines and engines, that form the heart of our society!

PART 1 - THE BUREAU OF RESEARCH AND INNOVATION

1.1
A new ministry shall be formed at once. It shall be named "The Bureau Of Research and Innovation".

1.2
The Bureau shall serve as CCA's only representative on scientific matters.

1.3
The Bureau shall serve the sole purpose of coordinating, funding, assisting, overseeing, and promoting the output on technological and scientific research

1.4
The Bureau of Research and Innovation shall have its own autonomy but never independence from the Civil Administration.

1.5
The Bureau of Research and Innovation shall be entitled to a favourable percentage of the City's funds, in order to properly manage and boost the scientific cause.

1.6
The Bureau of Research and Innovation shall be the only entity regulating the scientific and medical area of City 24.

1.7
The Bureau of Research and Innovation will always fall under the jurisdiction of the Civil Administration, like any other ministry.

PART 2 - ITS RESPONSIBILITIES

2.1
The Bureau of Research and Innovation shall be responsible for, but not limited to, such activities:

a. Coordinating research and scientific operations with the Civil Medical Union. The Civil Workers Union may be utilised for joint operations when required.

b. Allocate resources and fund the Civil Medical Union and the Civil Workers Union on matters of science and technological advancements, when necessary.

c. Serve as a diplomatic and regulating intermediary on scientific matters.

d. Assist the Civil Medical Union and Civil Workers Union on scientific matters, from a political and administrative perspective.

e. Oversee and protect the Civil Medical Union, providing them with the necessary resources and assistance to ensure the technological progress of City 24, always within the interests of Our Benefactors.

c. Regulate the medical and scientific area of City 24, ensuring all services work as intended, no breaches of security occur and all medical and scientific organisations are well funded.

PART 3 - ITS HIERARCHY

3.1
The Bureau of Research and Innovation shall fall under the responsibility and be led by a DIRECTOR.

3.2
The DIRECTOR shall be appointed by the Civil Administrator after listening to the Chairman of the Security Council, who carries the voice of his councillors.

3.3
The DIRECTOR has the right to employ assistants, civil delegates and representatives to serve as extensions of his word and ensure the well functioning of the Bureau.

3.4
The Bureau of Research and Innovation has the ultimate saying in all matters regarding science and technology as they are entrusted with such expertise.

3.5
The Bureau and all its members shall have the good of Our Benefactors and the Combine in mind.

HUMANITY. COMBINED. FOREVER.

I would love to have a Scientist for this. Great idea!

@lemon

You should also write this in a way to remind the CCA that the Scientific Act was passed at the last Sector Meeting. We just completely forgot about its implementation so it would be good if you added a reminder here along with the rest of the text on this page.

I am leaning towards a Veto of this legislation due to the bloat this introduces.

On the Sector level we already have CPRD
On the City level, both CMU and CWU have their own R&D departments along with the existence of the Union Research Sector (Used to be known as CURD (Civic Union Research Division)

This would be MORI by its name... and also be bloat + pointless to add-in. I see no reason for this to exist in all honesty.

I definitely think all of this can be done within the CMU. I talked about it in the CCA chat, but if this is denied the creator(s) should take the initiative to attempt to revive the R&D branch in the CMU. I'm sure the lead will be receptive and if anything eager to revive it.

I will rescind my above veto. After a few discussions. This legislation idea will be merged with the existing CURD/URS and bring it to life in that way.

This legislation will only affect the CMU and CCA. CMU is in agreement so all is good on that end.
