The Sociocohesion-Cognitive Dissonance Act of 2018 is a legislative proposal for the inception of transparency for the increasing of Pro-Combine advocacy by the Bureau of Enlightenment. This means regularly broadcasting sanitized news programs for the public to be aware of the threat of terrorism and to have transparency when it comes to the sentencing of captured Anti-Citizens. Be it a pre-recorded confession to public amputations of Anti-Citizens, examples are imperative to the success of conformism in City-24 and to stabilize the current Heartwick Cabinet through corporeal methods.

i. Intensifying of Sanitized Public Broadcast Programs a/o Activities by the Bureau of Enlightenment - Pushing out of civic information to the populace by the Bureau of Enlightenment to spread awareness of current affairs, be it internal or external.
- Actively issuing physical Newspapers to the Civic-Populace in a semi-occurrence, whilst distributing them free of charge.
ii. Televised Programs for the Sentencing of Anti-Citizens - The public amputations of Anti-Citizens should be televised to broaden the sphere of conformist ideologies and to improve Sociocohesion.
- The introduction of a pre-recorded 'Self-Reflection and Confession' program through televised programs for detained Anti-Citizens.

Heads up; recent BOE guidelines specifically prevent the deliberate mention of rebels or resistance in any form of media, including terrorism.
What you're asking here is a reversal of that policy, in addition to the broadcasting of public executions, which is incredibly based in its own right, but is completely against what the BOE wishes to promote or stand for (in my opinion; I don't represent the faction).
The B.O.E already does point 1, we print and issue our newspapers in addition to sending them electronically. We also do have the nightly news which airs fairly frequently and is hosted by @Vinyl
As for point 2, the B.O.E avoids mentioning rebels as much as possible, preferring to cover things up and portray them as a small group of fringe madmen who are beyond redemption, using them as a cautionary tale for citizens. Our go to people to blame for our ills are the deliberately vague "Traitors" and not rebels. If we start hosting confessions and executions on live TV not only will it make the rebels seem to be a much larger threat than we say they are, but also spark more unrest and discontent. Would loving Benefactors who use harsh methods for the greater good start blasting people's brains out on live TV? No, of course not. It completely undermines our propaganda saying how kind and merciful the Combine are. CPs execute people behind closed doors for a reason, if that were to change it would mean a general policy shift, and under those circumstances I would consider this. However, as it stands the CCA and MPF are trying (And failing might I add) to maintain the rapidly falling image of "The Perfect City" whilst keeping the darker side of Combine operations hidden from public view.
You have believable, genuine propaganda and then you have what the BOE currently tends to write - propaganda that is directly contradicted every single day for citizens to see. Like these "fringe elements" managed to take control of two streets in the middle of a loyalist city, the average citizen is well aware there is a Resistance effort against the Combine.
It makes fact the BOE is trying to pretend there isn't to this extreme feels like they're actually afraid of acknowledging it.
What is the downside in admitting that there is in fact a short-sighted and terroristic 'resistance movement' that seeks to undermine the glorious and helpful (hah) Combine? A Resistance isn't inherently a good thing, especially when they do shit like bomb people which is the easiest possible action to turn on the aggressors. They literally live in the sewers and routinely expose themselves to horrific alien diseases. They die to headcrabs and make more zombies, etc. This is all things you should be using.
In fact honestly by trying to downplay The Resistance to such an extreme you end up giving the rebels propaganda to go "see? we did this and they won't acknowledge it because they're scared".
I'm not saying admit The Resistance is routinely clapping cheeks, but being able to go "yeah they exist" gives you so much more to work with.
The BoE does a pretty bad job of covering up rebels when everyone knows they control almost all of a very large city. Give me public executions of rebels.
