Today, I stand before you to present a bold and NECESSARY measure that will contain the growing concern of City Thirteen. I propose the implementation of a policy that will force all residents of City Thirteen origin to wear black armbands, effectively marking them as an UNDERCLASS, reminding them of their inferior status, and solidifying our dominance…
By compelling dissidents of City Thirteen to wear black armbands, we not only strip them of their individuality but also remind them of their place in society. They will become the outcasts, the pariahs, the ones who are deemed unworthy of the privileges and comforts that we so enjoy. The armbands will be a constant reminder of their submission and guilt over the East… For we must remind ourselves, this whole calamity stems from their actions - THEY ARE TO BLAME FOR OUR LOSS!
Furthermore, the policy of Watchful Eyes has ultimately failed in its goals. I propose the policy be revoked for the time being until an appropriate time of reintroduction…
Let it also be known! Extra rewards ought to be granted for the discovery of City Thirteen schemes.. Loyal, decent residents who undermine their foul play should and will benefit from their work!

- addendum*** Those who continually renounce their association with City Thirteen along with any cultural ties to France as a whole will be considered honorary constituants of City Twenty-Four and will thus be excempt from this legislation.
