
The Mandatory Export Legislation (MEL)

This legislation was drafted to ensure a safe and healthy economy in Industrial Twenty-Four and, by extension, City Twenty-Four itself. With this legislation, the CWP and the CWU are calling other factions to action!
The Committee for Civil Duties and Enlightenment, the Civil Medical Research Union, the Monopoly of Commerce, the Civil Workers Union, and the Combine Logistics Committee will hereby cooperate and collectively pool their resources and workforce to devise a system to help mitigate ongoing debt as well as create a sustainable, inter-departmental framework for future economic cooperation between factions to provide a secure and reliable income in future based on the inter-city trade of nonexclusive and non-rivalrous retail goods, light commodities, and civilian amenities.
The Civil Workers Union will provide Warehouses in other districts for storage and safe spaces for production equipment and use their engineers to create needed fabricators in conjunction with their other activities. Their job will be maintaining the backbone of the economy, i.e. production. In Industrial Twenty-Four, the upper space in Warehouse-4 will be used for local production methods, ranging from distilleries to material production, whatever is suited for the local economy and possibilities.
The Committee of Civic Duties and Enlightenment and their different departments will work out methods to allow the distribution of retail goods to be marketed abroad and exported to other cities. These can span from art creation, literature, and creation/copy to TV shows to ensure enlightenment is disseminated across the entire union, not limited by the Industrial Twenty-Four walls.
The Civil Medical and Research Union will provide pristine medical care for outer city visitors or even visit other cities for special surgeries that City Twenty-Four surgeons specialize in, possibly creating future sub-divisions in the Medical Union, such as cardiologists, neurologists, nephrologists, etc. The Research Union will continue their work, writing papers, doing surveys, and creating new mechanisms and methods, now being able to sell those services to other cities in need or taking orders from cities to ensure a steady income of resources and credits; in addition, drug production will become a vital part of the accumulation of credits.
The Monopoly of Commerce will coordinate in tandem with the various shops and their tenants to create locally produced quality products ranging from culinary products to repair services, wherein the shops chosen by the Ministry of Commerce for their expertise in specific sectors may also work together with the Civil Workers Union. The Monopoly of Commerce will sustain circumstances conducive to clean and Combine-approved production. Their different sectoral managers will manage regular quality checks on the retail goods to ensure their legality.
The Combine Logistic Committee will ensure the transportation of those goods and work jointly with the departments to deliver shipments to various places. Safe routes and transportation will be their focal duties in this renewed enterprise, including enhancing pre-existing trade routes and discovering new, more efficient ones.
