PREFACE

Upon the advice of the Executive, in particular at the very behest of Arbitrator Heartwick, the Security Council shall immediately move to petition for a deadline for the decision of a Vice Administrator. This petition is meant to be nonpartisan and at the direct call of Arbitrator Heartwick.


SECTION I.

The Security Council shall immediately move to petition Arbitrator Heartwick to appoint a Vice-Administrator by the deadline of November 7th, 2017.
