Proposal
- The Security Council relinquishes most of its fiscal legislative powers to form the advisory board of Supreme Economic Committee (SEC).
- The SEC should be composed of 4 members. The 3 permanent members should be: The Consul, the Chairperson of the Security Council, and the Executive of Finance. The fourth member should be a temporary member that is appointed by the Consul OR the Executive of Finance.
- Fiscal rule by decree (Consul can veto, amend, cancel decrees with notification, the Executive of Finance can veto SEC proposed decrees.).
- Local CLCs are mandated to relay all economic data to the MOC AND the SEC for cross-referencing.
- Upon formation, the SEC should be allowed to reform its own structure. This can range from adjusting the number of members, the delegation of fiscal authority to individual(s) or organisation(s).
- The SEC is free to act, provided that economic decrees are debated, approved-and-not-vetoed by the Executive of Finance or by the Consul.
- Following the enactment or passage of an economic decree, the Security Council should be notified.
- Security Council is to be notified of any internal structural reforms and personnel appointments to the SEC.
- MOC should be granted authority in executing economic decrees.
- Industrial-24 Combine Logistics Committee (I-24 CLC) should be held accountable to the SEC
- Reiteration: SEC Decrees should be publicly announced as to ensure compliance on all levels of the community
- City-wide legislation, all industrial zones fall under the authority of this act.
Details
The Progressive Construct Binder concurs with the mainstream Monopoly of Commerce (MOC) opinion that SWIFT and DECISIVE fiscal decisions must be taken when confronted by rapid changes in economic circumstances. However, it is our opinion that safeguards and oversight must be considered alongside our urgent need for immediate actions.
The Progressive Construct Binder hereby proposes the formation of a Supreme Economic Committee (SEC), a 4-member advisory panel granted oversight in the economic decree formulation process with the appropriate powers to oversee, advise the MOC's methods in executing economic decrees.

Picture 1 - Demonstration of proposed structure
In addition, the Progressive Construct Binder also concurs with the view that the Local Combine Logistics Committees (CLC) should be mandated to report all available economic data. To ensure transparency and more comprehensive economic decrees, Local CLCs should be mandated to report all economic data to both the MOC and the SEC.
Please note that I, Agatha Doe (or the Progressive Construct Binder) is not proposing this legislation for personal gains. The sole goal of this proposal is to accelerate our city’s economic recovery. In addition, one must place trust in the Consul or the Executive of Finance for selecting a suitable Temporary Member for this proposed Committee.
SEC Details
- - The Security Council temporarily relinquishes most of its fiscal legislative power to the SEC.
- - Swift and decisive economic policies by SEC decree.
- - Once formed, the SEC should be permitted to perform internal reforms at will, provided that the Security Council is formally notified afterwards.
- - IN CASE OF A 2-2 TIE: The Consul's vote shall be treated as the tiebreaker.
- - The Consul may veto, retract, amend Economic Decrees at will, provided that the city is notified.
- - The Executive of Finance may veto SEC proposals.
Recommendation for SEC Operations: Perhaps, besides traditional face-to-face physical meetings, the SEC can also utilize modern communications technology to vote, deliberate, and enact decrees across different working hours. (OOC: All I’m saying is maybe this committee can be handled with IC style communications and voting using Discord so you ppl don’t have to line up times to hold meetings)
MOC: The MOC should be the primary authority in executing SEC-planned-Executive-approved economic decrees that have been announced by the SEC. This ensures great liberties for the MOC with additional oversights.
