Purpose:
- A standard procedure for citizens to register loyalist groups (binders, citizen groups).
- Establishing a database for easily accessible information on active loyalist groups.
- Remind the citizenry to exercise their privilege to organize socio-beneficial groups.
- A standard definition of loyalist groups.
In spite of the privileges Our Benefactors have graciously granted us, the general citizenry seems to harbor reservations regarding the act of creating supportive groups of their own. This legislation seeks to explain to the public and the Security Council about the Party Secretariat's plan to encourage the growth of civic society. The Security Council, as I-24's torchbearer of legislative efforts, should endorse the spread of citizen bodies that provide avenues for citizens to voice constructive, diverse, and loyal ideas.
Through registration, a transparent database can then be established, allowing easily accessible information regarding certain groups, elevating the position of groups by granting them official recognition and perhaps channels of communications in exemplary cases.
A loyalist group should henceforth be defined as:
- An association of more than one person or have aspiration of becoming an association of more than one person.
- An association possessing political aspirations, ideological aspirations, or societal aspirations.
- An association of individuals that could be identified, then generalized with a name, an acronym, or an abbreviation.
- Viewed by relevant official bodies as an association.
- This excludes businesses that have formally registered with the MOC or the CWU.
