As the "SAVE THE CITY FUND" fails and the city faces a staggering 71% seizure of its assets by C13, desperation takes hold of its Administration. i24 is on the verge of bankruptcy and ruin. With such bewildering times come increasingly bewildering ideas, with no end in sight if a solution is not found..

I am announcing a new policy which will revoke certain protections that have allowed citizens to take advantage of the our gracious Administration. I declare the Security Council to establish a sum.. A sum of which no citizen will be allowed to accumulate wealth beyond. ANY ATTEMPTS TO DO SO WILL RESULT IN SEVERE PENALTIES! EXCESS PROFIT / MUST / ALLOCATE TO OUR CITY FUND!
IN THIS TIME OF CRISIS.. THERE SHALL BE NO EXCUSE! NO GREED! NO INACTION! THE CITY MUST HAVE PRIORITY! THE CITY MUST PROSPER!

- To carry sums above the wealth cap is to be made punishable and by law should be transferred to the City Fund
- Grants CPs/M.O.C/CWU the power to confiscate assets on their own whims and transfer them to the City Fund
