THE ONE UNION ACT

PREAMBLE
Infighting between our Benefactor's cities has been the largest factor of instability within Sector 10. This conflict has only benefited terrorists and continues to enflame tensions across the entire continent. In essence, this internal strife has pitted brother against brother; and a house divided cannot stand. In order to heal - and further prevent - these divisions, City Twenty-Four must take the lead on the global stage of promoting unity with hope that other cities will soon follow.




ARTICLE I.
for the purpose of promoting pro-unity sentiment across City Twenty-Four's population​

1. The Ministry of Enlightenment, and all of its departments and affiliates, will ensure that any [ACT, PUBLICATION, MEDIA] does not portray any city in a [BIASED, HOSTILE, MALICIOUS] way, either overtly or covertly.
2. Aforementioned [ACTS, PUBLICATIONS, MEDIA] that portray any city's [IDEOLOGY, GOVERNMENT, LEADERS] must be done so in an [UNBIASED, FAIR, NEUTRAL] way.
3. The Ministry of Enlightenment, and all of its departments, are ordered to immediately begin a inter-city unity campaign on the principles of [NON-PARTISANSHIP, UNALIGNMENT].

ARTICLE II.
for the purpose of prohibiting and discouraging anti-union behavior

1. The [ANTI-SOCIAL BEHAVIORS] list will be updated to include the following: "- Promoting, Distributing, or Enflaming Inter-City Tensions."
2. Repeated offenses by an individual shall, according to severity, be grounds for [DEMOTION, DISMISSAL, IMPEACHMENT].

ARTICLE III.
for the purpose of promoting sector unity

1. All cities within Sector Ten shall be contacted by the Security Council with the express goal of promoting similar legislation.

THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE
