It has been made painfully clear that our city, like so many others, is infected with a plague that festers through each of our communities. This affliction—inaction— spreads like rot, fueled by anti-civil coercion that silences those who witness acts of treason and terrorism, and by the obtuse ignorance of those who willingly look the other way while their community is torn apart. Complacency shall die with this initiative, mandating enhanced rewards and safety for those who cooperate with Civil Protection while punishing those who fail to report anti-civil activity to the full extent of the law.​

BE IT ENACTED BY THE SECURITY COUNCIL AS FOLLOWS:​
§ 1. Definitions and Terminology. (1) Overwatch All Overwatch forces and Arms, including Civil Protection and City Dispatch. (2) Comb. Civil C. An abbreviation for the Combine Civil Code; global laws and sentences that society is subject to. (3) Sentence The punishment given by Overwatch when judged for a crime. (4) Complainant An individual who reports a crime. (5) Campaign for Obedience A series of policy changes designed to promote obedience and the Combine’s dogma. (6) Re-education recusantory A facility where prisoners are held and prepared for reintegration. (7) Violation categories, ordered by severity from least to greatest: Anti-civil activity level 5 Anti-civil activity level 1 Socio-endangerment level 5 Socio-endangerment level 1 Capital malcompliance
§ 2. Article I. Civic Compliance Provision 2.1 — Crackdowns (1) §182; inaction is reclassified as a socio-endangerment level 1 violation. (a) Violators are subject to sentencing pursuant to the Comb. Civil C.​ (b) §182 is defined as failing to report anti-civil or socio-endangerment violations.​ (2) Retaliation against victims, witnesses, or complainants of any crime regardless of severity shall hereby be punished under §404b; promotion of communal unrest. (a) Violators are subject to sentencing pursuant to the Comb. Civil C.​ (b) §404b is a capital malcompliance violation.​ ​ (3) §183; conspiracy is reclassified as a capital malcompliance violation. (a) §183 is redefined as being an accessory to, soliciting, conspiring in, or failing to report, capital malcompliance violations.​ (b) Violators are subject to sentencing pursuant to the Comb. Civil C.​ ​ Provision 2.2 — Motivating Vigilance (1) Complainants who report crimes or counter-behavior to Civil Protection teams may be awarded credit coupons and higher-grade rations in addition to social credits as recognition for their civic duty. (2) The Civil Workers Union therefore must comply immediately with any work orders issued by Civil Protection command or the Ministry of Civil Protection relating to the surplus production of rations or credit coupons. (3) The Ministry of Enlightenment is tasked with spearheading a "See Something, Say Something" initiative in direct coordination with the Campaign for Obedience. ​
§ 3. Article II. Political Asylum Provision 3.1 — Reintegration of Anti-Citizens (1) Criminals convicted of socio-endangerment level 5 violations may be considered for reintegration based on their cooperation with Combine Overwatch. Additionally, anti-citizens who voluntarily surrender themselves, their accomplices, or provide information deemed valuable at the judgement of Civil Protection command shall be relocated to a re-education recusantory with the possibility of reintegration into the civic workforce. (2) The Collaborator’s Party is required to cooperate in the immediate formation of a new conformity grade ensuring that these individuals are distinguished from the Underclass. Provision 3.2 — Classification and Identification of Non-Citizens (1) Individuals granted conditional reintegration under this provision shall be designated as Non-Citizens, a classification categorized below the Underclass. (a) Pursuant to identification law, non-citizens shall be issued brown armbands for mandatory identification.​ (2) Upon classification, non-citizens shall: (a) Have all social credits expunged from record.​ (b) Undergo immediate head shaving as a standard measure.​ (c) Receive a permanent marking of the Civil Protection emblem above the suborbital ridge.​ (d) These measures must be implemented upon sentencing or prior to transfer to a recusantory.​ ​ Provision 3.3 — Probationary Status and Obligations (1) Non-citizen status constitutes an indefinite probationary period, during which the individual must: (a) Attend bi-weekly meetings with a designated civilian employee of the Ministry of Civil Protection.​ (b) Secure lawful employment within one (1) month of release.​ (c) Refrain from committing any further socio-endangerment violations or higher-class offenses.​ (d) Participate in all work-cycles, except where conflicts arise with designated employment hours.​ (i) The Civil Workers Union is obligated to allocate tasks to non-citizens regardless of workforce capacity.​ (e) Infractions of the aforementioned clauses a, b, c, d, shall be punishable by capital sentencing.​ ​ (2) Non-citizens shall be denied the privileges of: (a) Leasing or owning any housing or business property.​ (b) Employment within any Combine-affiliated organization.​ (c) Accessing free health-care from the Civil Medical Union.​ ​ (3) The Ministry of Civil Protection retains exclusive authority to restore implicit citizenship. ​
§ 4. Penalties (1) Civil workers found to be in violation of clause 2.2.2 through investigation conducted by the Ministry of Civil Protection, are to be charged with inaction at maximum. For each incident, the Civil Workers Union must pay a fine of up to 500 credits towards the Civil Protection budget. (2) In reference to clause 2.2.3, the Ministry of Enlightenment may be subject to large fines of up to 1000 credits for each week that goes by without a tele-program, speech, article, or new graphic design, promoting the Campaign for Obedience or an anti-inaction initiative. This fine shall be paid towards the Civil Protection budget.
§ 5. Effective Date. This local law shall take effect immediately.
