Following the attack on February 2nd, 2021​

Compliance disturbance instigated by Biotic entities against the Security Council, it has been determined that these entities pose an escalating socio-endangerment to the integrity of City 24. Initial assessments confirm an increase in Biotic compliance deviations, unauthorized cognition, and subversive behaviors, threatening the stability of the Benefactors' ordained governance. The emergence of the hostile entity designated "VORT-1" has further exacerbated the Biotic insurgency, necessitating immediate and uncompromising corrective action. This legislation serves to implement comprehensive unrest containment, ensuring the full restriction, containment, and subjugation of all Biotic entities within the jurisdiction of City 24.

Accordingly, the Security Council mandates the termination of unauthorized occupational placements, the enforcement of civil compliance restructuring, and the establishment of expanded socio-stability measures. The Ministry of Civil Protection is hereby granted full discretionary authority to execute insubordination deterrence operations, deploy all necessary enforcers, and mobilize state resources to achieve permanent operational efficiency over Biotic populations. Concurrently, the Campaign of Obedience shall conduct widespread information alignment, reinforcing the absolute necessity of Biotic containment through targeted narrative harmonization. The Ethics Committee is further directed to investigate all suspected compliance deviants within the Collaborator’s Party, ensuring that all political and administrative bodies maintain alignment with Benefactor directives.

BE IT ENACTED BY THE SECURITY COUNCIL AS FOLLOWS:​

§ 1. DEFINITIONS AND TERMINOLOGY​


(1) Biotic Entity – Any non-citizen xenological subject, specifically Vortigaunt-class organisms, designated as labor assets within City 24 and subject to full compliance oversight.

(2) Compliance Disturbance – Any action, behavior, or unauthorized cognition exhibited by a Biotic that deviates from established Benefactor directives, constituting an infraction against socio-stability mandates.

(3) Control Siphoning Facility (CSF) – A designated Overwatch facility wherein Biotic entities sentenced for compliance deviation, socio-endangerment, or insubordination undergo indefinite labor reassignment and energy repurposing protocols.

(4) Narrative Harmonization – The authorized process of aligning public perception through information alignment, ensuring complete adherence to Benefactor-sanctioned truth and eliminating ideological contamination.

(5) Uncontained Hostile Entity (UHE) – A Biotic subject deemed a direct existential threat to socio-stability, targeted for immediate neutralization or capture, as designated by the Combine Civil Administration.

(6) Compliance Defector – Any citizen found engaging in unauthorized communication, collaboration, or assistance to Biotic entities, subject to corrective re-education or other disciplinary measures as deemed necessary by Civil Protection.

(7) Deservicement – The immediate removal, termination, or reassignment of a Biotic from any unauthorized occupational function, ensuring their placement within compliance-mandated labor sectors.

(8) Unauthorized Cognition – Any form of independent thought, unregulated information exchange, or deviation from Benefactor-sanctioned perspectives, considered a precursor to compliance deviation.

§ 2. PROHIBITION OF BIOTIC INTEGRATION IN GOVERNANCE AND ADMINISTRATION​

Provision 2.1-- Exclusion from Official Capacities​

(1) No Biotic entity shall hold, pursue, or be appointed to any occupational function within the Benefactors’ governing sectors, including any sanctioned civic institutions or subsidiary agencies operating under Security Council jurisdiction.

(2) Biotics are expressly prohibited from engaging in the Collective Identification Framework, including but not limited to:
  • The Collaborative Party and its subordinate political structures.
  • Binder assemblies, (non)political committees, and commissions.
  • Policy formulation, assessments, or procedural execution.
(3) Biotics are strictly barred from accessing, occupying, or trespassing upon designated compliance enforcement zones, including but not limited to:
  • The Nexus, including all administrative and Overwatch facilities.
  • The Security Council Meeting Chamber and legislative offices.
  • All high-priority socio-stability regions under the jurisdiction of the Combine Civil Administration.
  • All sanctioned locations responsible for information alignment, narrative harmonization, and compliance oversight.
(4) Any historical exemptions, temporary allowances, or prior authorizations permitting Biotic participation in administrative functions, contractual obligations, or governmental services are hereby voided. All Biotics currently occupying such positions shall be subject to immediate deservicement of said position-- refer to § 3. RESTRICTION OF BIOTIC EMPLOYMENT AND OCCUPATIONAL LIMITATIONS.

§ 3. RESTRICTION OF BIOTIC EMPLOYMENT AND OCCUPATIONAL LIMITATIONS​

Provision 3.1-- Demotion and Occupational Containment​

(1) All Biotic entities presently engaged in labor within City 24 shall be relegated to designated low-tier servile functions, ensuring they hold no direct or indirect influence over any citizen workforce structure.

(2) Biotics are expressly prohibited from assuming roles related to:
  • Human Resource assignments, including hiring, training, oversight, or internal compliance evaluation
  • Logistical administration, workforce coordination, or material allocation oversight
  • Strategic or operational decision-making capacities within infrastructure, security enforcement, or industrial sectors
(3) No Biotic shall have access to, or be permitted interaction with, sensitive or restricted data pertaining to:
  • City 24’s infrastructural operations, utilities, and essential service networks.
  • Production, resource refinement, or Combine-controlled industrial outputs.
  • Civil compliance methodologies, enforcement directives, or security containment measures.
(4) Biotic labor assignments shall remain strictly limited to menial, expendable, and non-critical occupational regions as determined by the Security Council. Any deviation shall constitute an immediate compliance disturbance, warranting corrective action.

§ 4. STRATEGIC RETALIATION MEASURES​

Provision 4.1-- Formation of the Anti-Vortigaunt Task Force​

(1) The Ministry of Civil Protection (MCP) is hereby ordered to establish a dedicated Biotics Containment Division (task force) that is tasked with the suppression and neutralization of Biotic insurgents.

(2) The MCP is authorized to deploy all necessary resources, personnel, and compliance measures to achieve total insurrection deterrence.

(3) Civil Protection shall engage in overt or covert actions against the Biotic insurgents and its associates.

Provision 4.2-- Elimination of High-Priority Threats​

(1) The Biotic designated "VORT-1" is classified as an Uncontained Hostile Entity (UHE) and is designated for immediate neutralization.

(2) Civil Protection enforcers shall engage lethal countermeasures against VORT-1 and all associated subversive elements if visual is made.

(3) Change in termination order of VORT-1 and associated targets must be authorized by the MCP or the CCA.

Provision 4.3-- Public Information Alignment​

(1) The Campaign of Obedience is hereby assigned the responsibility for the widespread dissemination of counter-Biotic information alignment, reinforcing the imperative for Biotic suppression through state-approved channels of communication.

(2) All available broadcasting platforms, technologies, and authorized information outlets shall be fully mobilized to instill compliance, ensuring public perception aligns with the Benefactors’ narrative, portraying Biotics as an existential threat to socio-stability.

(3) Civil Protection units are authorized to oversee the removal, censorship, and suppression of any subversive materials, misinformation, or sympathizer rhetoric that contradicts or undermines the objectives set forth in this legislation, including any unauthorized media sources attempting to spread non-Compliance-aligned viewpoints.

Provision 4.4-- Scientific and Tactical Countermeasures​

(1) MCP is granted full authority to enlist the scientific and engineering bodies within City 24 to research, develop, and deploy advanced counter-Biotic weaponry and suppression technologies.

(2) All projects pertaining to Biotic containment, neutralization, and resource extraction shall be expedited under emergency directives to guarantee their immediate integration into active enforcement operations.

(3) Any research personnel, scientific bodies, or industrial entities found in violation of this directive, including failure to cooperate or comply with authorized protocols, shall be subject to state review and disciplinary action as deemed necessary by the Security Council.		Vort Termin.png

§ 5. PENALTIES​

(1) Any Biotic found in violation of this directive shall be subject to immediate apprehension, correctional processing, and indefinite labor reassignment at a Control Siphoning Facility (CSF).

(3) Any Biotic engaged in compliance deviation or socio-endangerment shall be subject to immediate detainment, expedited reprocessing, and permanent labor reassignment at a CSF under Overwatch.

(4) Any citizen found engaging in unauthorized interaction, collaboration, or assistance to Biotics shall be designated as a compliance defector and subjected to re-education or other appropriate measures taken by Civil Protection.

(5) Any official or member of the Collaborator’s Party found obstructing or failing to abide by the provisions of this legislation shall be subject to Ethics Committee review and corrective action.

§ 6. TABLE OF AMENDMENTS​

(1) Any modifications, clarifications, or expansions to this legislation shall be issued exclusively by order of the Security Council of City 24.

(2) Future amendments shall be documented within the Office of the General Secretary.

(3) Any legislative provisions deemed obsolete or redundant shall be removed, replaced, or restructured by legislative order of the City 24 Security Council.

§ 7. EFFECTIVE DATE​

This legislation shall take immediate effect upon passage.
