PREAMBLE
The Security Council oversees a wide array of policy areas ranging from biotic affairs to economics. In the current system, councilors are unable to give input on bills both prior to and following their passage. In order to streamline this system and give councilors and binders a greater voice, committees shall be created on all major policy areas. These committees shall oversee the drafting, feedback, and implementation process of Council legislation.


DEFINITIONS AND TERMINOLOGY​

1. Standing Committee - A permanent committee of the Security Council.
2. Special Committee - A temporary committee of the Security Council based around a specific policy area/issue.

ARTICLE I.
for the purpose of creating the committees​

1. All Security Council members will be permitted to join up to two [STANDING COMMITTEES].
2. The Chairman of the Security Council shall appoint an individual as chairman of a [STANDING/SPECIAL COMMITTEE] ; an individual can only serve as chairman of [ONE] committee at a time.
3. The [SECURITY COUNCIL, SECURITY COUNCIL CHAIRMAN] may create or disband [SPECIAL COMMITTEES].
4. The following standing committees shall be created:
- The Standing Committee on [CITY OVERSIGHT]
- The Standing Committee on [ECONOMIC POLICY]
- The Standing Committee on [SECURITY AND INTELLIGENCE]
- The Standing Committee on the [PARTY]
- The Standing Committee on [BIOTIC AFFAIRS]
5. GS-RK-01 shall be amended to state: "whose members shall be nominated by the Chairman of the Security Council and confirmed by the Security Council."

ARTICLE II.
for the purpose of empowering and protecting the committees

1. Membership in the Standing Committee on [SECURITY AND INTELLIGENCE] shall only be open to [TIER FOUR+] collaborators.
2. Membership in the Standing Committee on the [PARTY] shall only be open to [TIER FOUR+] collaborators.
3. Committees shall be tasked with overseeing the drafting and implementation of legislation passed by the Security Council which falls under the Committees' purview.
4. The Standing Committee on the [PARTY] shall be authorized to carry out [PROMOTIONS/DEMOTIONS] within the Party, alongside the General Secretary and other authorities.
5. The General Secretary shall organize a roster of committee membership.

THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE

THE FOLLOWING AMENDMENT HAS BEEN PROPOSED TO Nº 14 - THE COMMITTEES ACT:
​

1. [ARTICLE TWO, SECTION 2] shall be amended to the following:
"The Standing Committee on the [PARTY] shall be the sole authorized authority to carry out [PROMOTIONS/DEMOTIONS] within the Party."
