THE CIVIL POWERS ACT

PREAMBLE
During times of peace, when no emergency threatens our city, it's vital that the Security Council operates efficiently and without interference. In order to solidify the integrity and authority of the Security Council, it's vital that norms and rules are created around legislative suspensions and vetoes. This act shall, as detailed below, give fair and balanced powers to the Security Council, its Chairman and the City Administrator.
DEFINITIONS AND TERMINOLOGY
1. City Administrator - The currently vacant position elected by the Security Council.
2. G.W.M - Global Workforce Mandate.
ARTICLE I.
for the purpose of creating suspension and veto norms
1. The [SECURITY COUNCIL CHAIRMAN, CITY ADMINISTRATOR] shall hold the sole authority to [VETO, SUSPEND] legislation.
2. The [SECURITY COUNCIL CHAIRMAN] shall be permitted to veto legislation at will ; a veto enacted in this way may be overturned by a 2/3rd majority vote by the [SECURITY COUNCIL].
3. The [CITY ADMINISTRATOR], in times of peace, shall be only permitted to veto legislation for causes related to [G.W.M VIOLATIONS, ADMINISTRATIVE VIOLATIONS, LEGISLATION INELEGIBILITY].
4. The [CITY ADMINISTRATOR, SECURITY COUNCIL] shall be permitted to suspend legislation at will ; a suspension enacted by the [CITY ADMINISTRATOR] may be overturned by a 2/3rd majority vote of the [SECURITY COUNCIL] ; a suspension enacted by the [SECURITY COUNCIL] may be overturned by a simple majority vote.
5. The [SECURITY COUNCIL CHAIRMAN] shall be permitted to suspend legislation up to [ONE WEEK] at will.
6. All current suspensions on legislation shall be lifted.
THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE
