
As I was walking amidst the snowdrift of Terminal 7, it occurred to me that housing was intensely expensive. In some cities, benches or even old disposal bins can certainly suffice. Yet here, the cold is bitter and even those who are well-dressed and of acceptable health or diet will find a night outside to be one of the most trying experiences imaginable. I don't doubt we've lost some people to the cold nights already. I know of two people myself who make good use of alternative housing methods. While they are impressive in their own right I do believe that standard of living, or alternatively, creative interpretation of it is not suitable for most.
So it is my earnest proposal that we reinvent how we look at housing for the good of all. Especially those who are less fortunate, yet to find solid ground beneath the mountainous snow. Or those only just arriving to our city, who deserve the same chance our more established citizens had. Such will allow those of greater need to still find a place to rest and build themselves up into the proper citizens we claim to desire them as. It will ensure greater safety and reduce sickness amongst all who now would be without proper shelter in the event of a storm.

| Clause One: A new housing category be created, located exclusively within the Communal Housing Block. Dubbed 'Communal Housing' on terminal registry, separate from both 'Normal Housing' and 'Loyalist Housing' - should the latter ever return upon further Terminal development |
| Clause Two: This new category of housing will be valued at half of 'Standard Housings' set price, rounded down. This will apply through any and all fluctuations the 'Standard housing' market faces. |
| Clause Three: This housing will be subject to the same security privileges, such as functional locks. However, utility privilege, should it ever arrive, will not be guaranteed (Storage, ovens, etc) |
| Clause Four: Such housing will be forbidden to members of the Party. Both for reasons of avoiding potential conflict between classes, as well as preventing abuse of cheaper means by those who could afford greater options. Verbal warnings will be issued in the event of abuse. |
| Clause Five: Biotic housing will remain a separate entity, not directly impacted by any of the above stipulations, despite its presence within the same building. |
