The Party Stability Act

PREAMBLE
To ensure the Party remains a bastion of knowledge and loyalism we must strengthen the measures the Party has to pick from our brightest and best citizens. Reform of the ascension of non-party members is required to ensure we are not open to possible counter-collaborationist threats who wish to destabilise or destroy the Party within. These measures will take place on incoming Party members and do not apply to the current membership.
Definitions and Terminology
1. V33 - Repeated yellow violation, 4 within 1 week.
2. V28 - Taking bribes, soliciting crimes, publically speaking out against the Combine
Be it enacted by the Security Council as follows:
§ I. Article I
Violation Prevention
(1)Potential applicants must NOT have a RED violation. Those with said violation are prohibited from joining the Party.
(2)Those who have committed the following ORANGE violations will require Administration approval before they are accepted as a member.
V33 - Sociocidal counter-obyenace
V148 - Resisting Arrest
V69 - Possession of Resources
V507 - Public non-compliance
(3) ORANGE violators are placed on a four-week probationary period in which any further violation on their record will be cause for immediate removal. Additionally, during said probationary period ORANGE violators can be removed at will by the General Secretary or above as they see fit. The Party Stability Act

(1)Applicants must be a member of at least one Union or Ministry before ascension.
(2)Eligible places of employment include the Civil Workers Union, Civil Medical Union, Ministry of Progress, Ministry of Commerce, Ministry of Enlightenment and Ministry of Civil Protection.
(3)Exemptions are at the discretion of the General Secretary and above as they see fit if the individual has proved themselves in another field.
THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE
