The Controlled Substances Reclassification Act

PREAMBLE
This bill has been proposed to push clear cut and regulated legislation around the handling of legalized substances within City-24. Following the passing of Act Number 13, the Legalized Substances bill, many narcotic substances have been left unincluded in their classification, this bill aims to amend that by properly classifying each substance based off of the Controlled Substances Act which was in effect within City-8 and I-24 before it's shelving.
Definitions & Terminology
1. V95 - Illegal Carrying - Possession of yellow tier contraband & sale or intention to sell blue tier contraband
2. V69 - Possession of Resources - Possession of orange tier contraband & sale or intention to sell blue tier contraband
3. V99 - Reckless Operation - Engaging in any conduct that is wrongful, reckless and likely to cause harm to others.
Be it enacted by the Security Council as Follows:
§ I. Article I
Official Reclassification
(1) The following substances will be divided into the three following categories; Legalized, Restricted, Illegal.
Legalized:
Cannabis
Blue Berry
Happy Pie
Sunshine Vodka
Speed
Bob's Trail Mix
Restricted: (Limited to Tier-4+)
RAVE
Protein Killer
XP
Third Eye
Artificial Fun
Milky Way
Illegal:
Spiked Tea + Coffee
Injected Apple
Star Dust
Transhumano
Dark Shot
Demon's Bees
(2) If found in possession of any restricted substances if not holding the correct tier, citizens will be subject to V95 from Civil Protection Units. If found in possession of any illegal substances, citizens will be subject to V69.
(3) If any citizen has been caught in possession of non-authorized substances, charged with dealing non Medical Union produced or store bought substances they shall be forbidden to purchasing any further substances either from the CMU or stores possessing the correct permit.
§ II. Article II
Official Production + Distribution
(1) The Production of any future legalized substances will be left in the duty of care of the CMU's Pharmaceutical branch with a member of administration supervising.
(2) The CMU and stores holding the Narcotic Permit will be the only sources to which citizens may obtain legalized substances via a set price dictated by CMU staff or store owners.
(3) The CMU or store owners may refuse the right of sale of any substances to any citizen viewed as suspicious.
(4) All sales of narcotic substances will require vendors to issue receipts upon purchase, one will be issued to the customer with one remaining within possession of the distributor, if found within possession of any substances and no receipt citizens will be charged with V99. Any stores that fail to issue or correctly keep a hold of the relevant paperwork will be fined alongside their permit revoked.
(5) The Civil Workers Union may engage workshifts under strict supervision from Civil Protection to manufacture narcotics strictly for export to other cities for profit, drugs that're in the Legalized and Restricted bands may be produced with Illegal drugs being strictly forbidden.
THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE
