City Twenty-Four, the capital city of Sector Ten, is home to 1984-esque characters, the disturbed, and seemingly the world's entire population of dwarves. I'm sorry, but there should not be as many 4'10 characters as is depicted by our players; it does not make sense statistically, nor is it in service to any roleplay, ambiance, or narrative whenever I see a person that short. I am physically repulsed by how many child-sized characters I see in Willard daily; I cannot take them seriously, and I frankly do not want to interact, much less roleplay with them, when they're that short. People this short exist to be cast next to other taller, but still small, actors to give them a more impressive stature. I want to berate and physically assault them on account of their shortness, not the little people in real life, but the fake ones on Willard masquerading as short people in a fictional, draconian setting where being physically disabled is grounds for death by the Combine. What are their little hands good for in a factory? Snowpiercer's immortal engine? I'm sorry, but this is bigotry in its final form.
Generally, anyone below 4 ft 10 inches is considered a dwarf, but other definitions include 4 ft 10 inches as well, so for this suggestion, I will be incorporating it as well.
Unless you're 0.00837502673% of the population, or 1/12,103, you shouldn't be a dwarf, and it shouldn't be as prevalent in City Twenty-Four as is depicted.
A person this size is goofy. He is literally a child. Why is this permitted?
Suggestion:
Raise the minimum height to 5'2. Anything below that requires authorization to more accurately depict how rare dwarves are.
