The Administration has announced a move to consolidate its authority, initiating the dismantling of all high ministerial offices. In their place, a newly formed Committee of Internal Affairs will assume the function of Administrative Enforcement, while the Chairman is elevated to a city-wide position of party oversight. Additionally, a Party Treasurer will be appointed to manage centralized resource control replacing the Ministry of Commerce.

This restructuring strengthens the Security Council's operational presence, but more notably, it allows the Administration to tighten its grip from behind sealed doors and unmarked authority, operating with even greater discretion beneath the surface of public governance.

The ministers have failed me.

Time and time again, I demanded progress—and in return, I was met with delay, indecision, and a shameful lack of resolve. Their sluggish pace has cost us dearly.

No more.

By decree of this Administration, the Ministries are hereby abolished. In their place, we establish the Committee of Internal Affairs, alongside newly formed Departments and the appointment of a Security Council Treasurer to oversee our shared future with clarity and discipline.

There will be no more failures. No more weakness. We will move forward—swiftly and without hesitation. And any presence, internal or external, that seeks to drag this city backward will be removed without mercy.

1.​	I hereby authorize the dismantling of the Ministerial Offices and the dissolution of the Head Ministry in its entirety.
2.​	The Committee of Internal Affairs is hereby established—empowered to act with full impunity in executing and enforcing the will of the Administration without obstruction or delay.
3.​	The Chairman of the Security Council is officially elevated to city-wide party authority, serving as the principal executor of the Administration’s directive across all of City 24.
4.​	The position of Party Treasurer is hereby established—a city-wide, high-ranking official responsible for overseeing and managing all financial operations of City 24. This role is to be filled by appointment of the Chairman.
5.​	The Ministry of Commerce will be dissolved and its functions transferred to the newly established Party Treasurer.
6.​	The Ministry of Progress is hereby dissolved, with its responsibilities assumed by a newly formed Department/Bureau.
7.​	The Ministry of Enlightenment shall likewise be dissolved, its duties and scope fully absorbed by its Department/Bureau.
8.​	Lastly, I reaffirm and officially declare the formation of the V.E.T. as its own Department.
