Preamble


There has been concerning news out of our neighbour, City 13. Reports and rumours thus far suggest a collapse in communications and severe instability.

Administrator Orwell has immediately activated the Genevan Guard to ensure that this instability does not seep into City 24. They have been deployed to multiple locations in and around City 13.

This includes Lyon, which is proposed to be annexed by the Administration to act as a forward base for operations within City 13.


Reports coming in suggest this is a Biotic-led uprising, showing yet another stellar example of why we cannot trust this species; they are a threat to humanity and cannot be integrated.

Never has City 24 been so threatened by anti-progress forces as they ravage our neighbouring city; my thoughts go out to Administrator Kofman, whose status is yet to be confirmed. I am in continued talks to ensure his safety, where possible.

Article I

Confidence And Supply

(§) The Collaborators Party and the Security Council hereby recognise that Lyon is now an annexed territory of City 24 with all the rights and privileges that is now bestowed on it.

(§) The Collaborators Party and the Security Council agree to aid our Administration and have full support and confidence for the actions they intend to take in City 13.


Article II

Tightening Security at Home

(§) The Security Council and Collaborators Party recognises that the origins of this unerst have been propagated by Biotics, they are hereby banned from the Collaborators Party for the foreesebale future until further stability is recorded.

(§) Biotics should face increased searches and questioning by Civil Protection.

(§) The Voluntary Expedition Team (VET) should be prepared and ready to aid the Genevan Guard should the situation deteriorate. VET should use a proportion of their funds to further expand their expeditions to clear out any threats to City 24 and fortify relevant positions.

(§) It is critical that the Genevan Guard should continue to ensure the loyalty of all its members. Especially with some of the prisoners it holds, ensure that they continue to follow the orders being given and report all insubordination immediately.

Article III

Recognition of Service

(§) Those who distinguish themselves in the Genevan Guard during the upcoming operations should be awarded with the relevant medals and financial compensation for their service. Excluding forced service prisoners and dissidents.

(§) Direction of further funding toward the Genevan Guard and VET will be allocated in the upcoming weeks to ensure both organisations are able to carry out all relevent operations.
