The Mandate of Production

CITY 24
SECURITY COUNCIL
Preamble
City 24 is presently going through a critical labour shortage, which is unacceptable to the Administration, as we prepare to take this city onto a path of increased production to counter the close threat at our border in City 13. Therefore, we should urgently fill the gap in all fields.
This bill intends to outlaw non-participation by human civilians in Ministry or Departmental committees.
Article I
Eligibility

(§) Upon the passing of this law, every human citizen within the next 2 weeks is to find a proper place of employment. Failure to do so will result in increasing persecution.
(§) Eligible and legal places of employment include:
The Civil Workers Union
Civil Medical Union
The Science and Research Institute
Ministry of Civil Protection
Information Sanitation Department
Voluntary Expedition Team
Genevan Guard
(§) Exceptions are as follows:
Low-level CCA secretarial or administrative work.
Business ownership or employment within a business.
Article II
Incentivising Collective Production

(§) The Civil Workers Union, Civil Medical Union, Voluntary Expedition Team and the Genevan Guard should begin to enact incentive schemes to encourage recruitment. These organisatons will be the frontline of the operation against the hordes occupying City 13, both within the city and out of it.
(§) This can include increased financial compensation, which will be covered by this law or increased social credits and promises of career growth
Article III
The Enlightened Synthesis

(§) The fields of science, culture, the arts and the military should be hammered together. The Security Council calls for increased cooperation among all organisations listed in Article I.
(§) Budget increases and social credit rewards will be disbursed to organisations that fulfil the Enlightened Synthesis.
(§) The Science and Research Institute, Civil Workers Union, Voluntary Expedition Team, Civil Medical Union and the Information Sanitation Department should take full advantage of Section II of "Nº01 The Education". This permits Supporter Grade individuals and above to become licensed teachers. This should be a common occurrence in all departments; knowledge should be a shared endeavour among all our citizens.
Article IV
The Propagation of Our Message

(§) The art sub-department within the Information Sanitation Department is to begin making posters regarding recruitment for all of the organisations listed above.
(§) The broadcast sub-department is to make consistent targeted broadcasting promoting the listed organisations should be a daily occurrence.
(§) The text sub-department is to print out large-scale advertisements in the newspapers in the upcoming weeks.
