Separation of Dissonance Act

Preamble
For far too long, we've let the underclass, the Condemned Zone and dissidents off far too easily. This act aims to restrict these classes of "people" further.

Article I
Addressing the Condemned Zone

(§) The underclass will be forbidden from owning a residence within traditional housing blocks. Current residents at this tier will be relocated to the Condemned Zone.

(§) The Condemned Zone (informally titled Indigent) will be re-designated as a ghetto for the underclass to reside.

(§) Entry into the Condemned Zone by all members of the population of TIER 0 and above shall be strictly forbidden. Failure to conform is to commit an act of ANTI-CIVIL ACTIVITY LEVEL 1 and will be punished as such by protection teams.

(§) V17A shall be introduced to the Index, the term referring to Felony Fraternisation. This code is in reference to violating the above clause.

(§) Entry into the Condemned Zone by registered collaborators will see their status in our society immediately put into question, with a high likelihood of being demoted from the party and charged. Those who choose to fraternise with the enemy should not be considered allies

(§) Exceptions to these new rules apply to all permitted works required by any relevant Union or Department. As the current rules stipulate, this will require approval from officers first.

Article II
Expressing Party Concerns

(§) The Security Council urgently voices its opinion that the dissident program has let many individuals who should have been otherwise liquidated off the hook. We should review past members and present, and bring them back for review to determine if their attitude or status requires immediate liquidation from City 24.

(§) The Security Council addresses the issue of potential misalignment of attitudes towards loyalists. Upon the passing of this legislation, any and all incidents regarding crimes, incidents or otherwise poor interactions with the loyalist community by officers must be legally reported to the Chairman. Failure to do so is counter-collaboration, risking family cohesion and rank demotion.

(§) The Security Council recognises the status change in the Condemned Zone and will urgently begin a campaign of boycotting the area. Failure to adhere to this new campaign will result in immediate demotion and purging from the Collaborators Party by the Chairman.
