The Preservation of Genevan Order

Preamble
Due to the concerning reports regarding happenings within City 13 and recent instability within our City we believe that preparations for the inevitable are in order.
We must preserve our way of life and way of thinking no matter the cost, the Ascensionist doctrine states that clearly. Supremacy of our thought and our City is made evident by its continued existence.
With reports of potential refugees arriving in City 24, we feel the need to put forth a mechanism of protection. In order to prevent such atrocities from being carried out in our urban center. We do this not out of want, but out of necessity.
Hyper-Republican ideology and the closely tied thought of “supremacy of the French language and will” have proved disastrous for our neighbour, and as such cannot be tolerated within our City unless we are to follow their path to self-annihilation.

Art. 1 Outlawing of the French Language
1. Upon the passing of this law, the French language will be banned in all forms, be it spoken or written, from any official or unofficial use.
2. Individuals or organizations found to be in violation of this article shall be prosecuted under V14 of the Combine Penal Code. Repeat violations may result with a charge V415 of the CPC and with increased harshness of punishment.
3. In case of organizations mentioned within provision two of this article, the person in charge of said organization shall be prosecuted in its stead.
Art. 2 Reintegration into our society
1. Upon the passing of this law, refugees from City 13 will undergo mandatory re-indoctrination in the spirit of the Ascensionist Movement, so that they can fit into our community.
2. All refugees from City 13 must denounce their Hyper-Republican ideology and their loyalty towards Administrator Joseph Kofman, as they are both directly responsible for the cataclysmic event that brought their city to its knees.
3. Such confessions must be given before an ISD Censor General or Chief Censor in presence of a member of the Ministry of Civil Protection. The form of the confession is up to the discretion of the ISD.
4. All non-English speaking refugees from City 13 must learn the English language within TWO weeks of arriving within the City.
5. Materials required for the process mentioned in provision 3 of this article, such as audiobooks and other learning material, shall be provided by the CWU with oversight from the ISD.
6. All refugees from City 13 will, upon arrival, be stripped of their loyalty status. Any and all titles, orders or medals shall be removed. All refugees will be banned from the Party until deemed otherwise by the Chairman.
7. Failure to comply with the regulations presented within this article will result in a V415 charge of the CPC.
8. Provision 7 is not applicable to failures to comply with regulations present within provision 5.
9. The provisions of this article are applicable to those refugees who arrived in City 24 before the passing of this bill.

Art. 3 Revival of Languages Deemed Productive
1. In the light of recent events we believe that discrimination against languages that for decades have been spoken by a large portion of the population, ones that represented progress and rational thought in Europe and other parts of the world for centuries, is unnecessary.
2. Any prosecution of the German, Italian and Arabic language, be it spoken or written, will cease. The German, Italian and Arabic language will henceforth be officially recognized as permitted languages.
3. Permitted language is a language permitted to be used during marginal or better socio-stabilization. Writings or graphical forms that have been already displayed beforehand are exempt from this rule.
4. All displays of written or graphical forms in these languages must undergo the same pre-approval procedure, found in the N°04 Responsible Speech Act.
