Preamble:​

We are living in unprecedented times. In the collective interest of Socio-Stability and with the approval of relevant administrative authorities; forces previously external to the city must be brought in on an indeterminate yet temporary basis to curtail the chaos present before us.

Article One - The Genevan Guard​

1. In the interest of reclaiming the Condemned Zone (Formerly Indigent Zone), the Genevan Guard shall be be permitted to help stabilize key sections of City 24 until their presence is deemed unnecessary.

2. At the behest of Administrator Orwell and Vice-Administrator Enzo; Chairman Wyatt Callaway shall serve as acting Commander-in-Chief so as to optimally coordinate the reclamation and stabilization of City 24 while such forces are deployed within City 24.

Article Two - Voluntary Expedition Team​

1. In the interest of culling the growing threat of Infestation, the VET is to be deployed where necessary to combat the Xenian Malignancy which threatens to devour the city.

2. While operating within city walls, and once more at the behest of of Administrator Orwell and Vice-Administrator Enzo; Chairman Wyatt Callaway shall serve as acting Commander-in-Chief so as to optimally coordinate the reclamation and stabilization of City 24 while such forces are deployed within City 24.

Article Three - Citizens​

1. A 'Permit of Travel' shall be created and distributed to loyal Citizens with business on either Victory or Willard Street.

2. Citizens of Tier 0 or below without a distributed 'Permit of Travel' shall not be permitted to travel beyond the confines of Triumph Street or the Condemned Zone.

3. The 'Permit of Travel' shall remain a requirement until deemed no longer necessary.

4. Exceptions to the 'Permit of Travel' are as follow:
a. CCA personnel
b. Party Members
c. MCP personnel
d. ISD personnel
e. SRI personnel
f. CWU personnel
g. CMU personnel
h. Genevan Guard
i. VET personnel

5. A 'Permit of Travel' can be applied for at the to-be-constructed checkpoint between Triumph and Victory.
