This legislation aims to alleviate the logistical challenges created by the transfer of 50,000 new resident immigrant transfers into City 24, including a social program to offer an easier route to integration. This legislation proposes the establishment of a beneficial economic model already existing in the Eastern-reaches, to be implemented within Lyon.
As a disclosure, upon the passing of this legislation, the first phase will take place. Lyon, as a former City, will be repurposed into the following functions below. Minimal reconstruction will take place, due to its conventional infrastructure, leaving general maintenance orders to be fulfilled.
I> ESTABLISHMENT
Lyon shall be established as a new urban center within the recently annexed territory, designated as a Special Economic Zone under the title of the Lyon Special Economic Region.
The Lyon Special Economic Region shall be modeled after the SEZ policies of the governance model of City 8, to maximize credit capital through State-licensed corporate investments.
Ambassador Victor Froseca shall continue to oversee the territory in accordance with City 24's territorial mandate.
The 50,000 City-13 immigrants shall make up a percentage of Lyon Special Economic Region, and it's industry, to alleviate any dilemmas on City-24's human resources. It is speculated, that at the very least, 40,000 transfers will be able to be accommodated.
II> URBAN RESTRUCTURE
The Lyon Special Economic Region shall be the host of a central Financial district directly tied to the City 24 Administration, and City Treasury.
The main civilian hub of the Lyon Special Economic Region shall be centered around the four-cornered square of Place Bellecour (measured 312 meters, by 200 meters). The 'Hotel Royal’, and the other various hotels, apartments, and store-fronts shall be repurposed to suit the need for the allotment of at the minimum of 25,000 personages, with a survey taking place by the respective department to ensure accommodations. The Nexus is conveniently next to the Place Bellecour, and thus shall be the center of the Financial, and Loyalist-Housing District.
Housing, and urban renewal projects shall be prioritized where possible to accommodate new transfer immigration. A flat-sharing programs will take in effect to maximize efficiency.
If need be, this industrial perimeter will house lower-incomed flat-sharing.
III>SECTORAL STATE-MARKET, AND STATE LICENSED ENTERPRISE
A reform of the Special Economic Region's economic model shall be made into a State-directed Private Sector, and will deregulate specific targeted industries for the establishment of a Sectoral Enterprise Bloc centralized around City 24, acting as a closed commercial eco-system within the periphery of the Special Economic Region.
The Lyon Special Economic Region shall establish a sector-wide, state-supervised, centralized stock market exchange, with a repurposed trading-floor on the surface-level plaza within the Special Economic Region, being officially monitored in City-24 by the City Treasury. The market itself shall aptly be titled as the “FIMEX24”, a.k.a the Financial Instrument and Market Exchange of City 24.
The FTI-3 will function as a "blue-chip" market index representing all stock-options listed on the FIMEX-24, and will track the 3 largest and most influential companies on the FIMEX-24.
The FIMEX-24 shall operate on the state-backed Credit (₠) system.
Cities themselves, within the context of the FIMEX-24, shall be treated as corporate-entities, equally on par with other State-licensed enterprises.
IV>STRATEGIC FOREIGN CORPORATE REALIGNMENT
City 24 shall extend a gracious hand by offering conditional "bailout-aid" to foreign City-corporations currently in corporate-limbo, contingent upon relocation of their headquarters to Lyon, and the relinquishment of %70 of their shares to the City Treasury. This includes, but is not limited to, Rossingnard Industries, and KofmanKorp.
Thriving foreign City-corporations shall receive subsidies in exchange for establishing facilities in Lyon, as well as registering with the FIMEX-24.
THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE
