This is a short piece of legislation that acts as a sub-prescription to the INSTRUMENTATION OF LYON.

I>NEUTRALITY LAW Any, and all registered Binders shall have its legitimate status revoked if found to be conceived, and or contains majority-held members tied to any State-department (ministry, bureau, etc., etc.). Binders engaged in Syndicalist-monopolies shall be dissolved.​

II>LOBBYING Councillors will be able to register themselves as a licensed-lobbyist for any State-ministry as a separate individual entity. If caught speaking for a specific Binder, said Binder will be investigated for illegal political lobbying by the Treasury Revenue Agency. Illegal political lobbying would naturally constitute bribery, and unregistered lobbying, yet, upon the creation of this sub-organization in which would be connected to the City Treasury, the Treasury will dictate a list of what further details illegal lobbying, and financial crimes.​

III>FORMATION OF TREASURY REVENUE AGENTS To safeguard the City against financial crimes and schemes, the formation of the Treasury Revenue Agency shall be established, under the direct command of the City Treasury.​

IV>SURRENDERING OF RIGHTS Councillors who have left a disbanded Syndicate-binder, wishing to partake in Party-politics may instead join an alternative Binder to form a political-aisle. Councillors who remain apolitical, and to who hold no commitment to advancing the Society through political theoretics, may elect to forgo and waive their right to sit as Councillor, at the detriment of losing their Collaborator Status upon review.​
