REFUGEE CAMP FORMATION

This is a short piece of legislation that acts as a sub-prescription to the INSTRUMENTATION OF LYON.
| I>ESTABLISHMENT To migrate City-13 refugees and immigrants into the integration of Lyon, a temporary settlement must be established within the perimeters of a suitable location to hold at the minimum of 30,000 personages for an estimated duration of an ‘emergency phase’ of 1-2 months. This refugee camp will hold the majority of the labor force, and in which the security of this area must be a top priority for our continued success in the region of Lyon. |
| II>CSF GARRISON SECURITY We shall utilize the Conscript Stabilization Forces’s Genevan Guard Detachment in the area for effective defense against counter-collaboration, and anti-civil acts of violence. A building nearby the desired location of the camp will be repurposed to suit the needs of the detachment as a security post. City 24’s Civil Protection Garrison may be called into assist at any given time. |
| III>FOOD, WATER, MEDICINE Food, and water 6 million liters of water shall be needed to be extracted within the span of the estimated 1-2 months of sustained operations, extracted from the Saône-river, activated-charcoal filtered for safe consumption. This can be achieved by a hose-pump. Water-extraction does not need to happen all at once, as water will be distributed alongside a ration-package. The ration-package itself will contain at the minimum of 1500 cal per person, per day. Medicine Antibiotics and painkillers will be held by on-site CMU-nurses for distribution where necessary. Five, or six professional CWU-nurses, or officials shall work in a 3-shift program. 30 refugee volunteers shall be allotted to each shift-program in a rotation of multiple zones. |
| IV>ZONE PLANNING The zone-planning of the refugee camp shall be divided into “six-zones” each of which accommodate at the very least 5,000 people, with every zone further split into five sectors of 1,000 people, while each sector is organized into smaller zones of 100 people. Tents, and empty tenement builds will be repurposed for these six-zones. |
