PREAMBLE:
As the city’s source of food is often closed by the actions of insurgency and the forces of great evil, there is nothing beside the stores that are occupied within the city; stores which are often closed and are not utilized for their functions. For this we propose and act regarding the Department of Business (DOB) to help supplement the populace with foods and essential goods in these trying times, giving them the tools needed to do their jobs and employ the people within the skeleton institution of the Civil Worker’s Union, as it stands now to be grossly inactive and under utilized.
ARTICLE ONE:
To break the Department of Business away from the Civil Worker’s Union, gaining autonomy as an independent but regulated body within the roster of Unions and Institutions, having the ability to get a full funding and be able to recruit and employ workers without relying on the CWU’s recruitment cycle, with most, if not all not going into the Department of Business.
ARTICLE TWO:
Hold full responsibility and accountability for the efforts and work of the Department of Business to keep the populace fed and supplied with essentials in these times, when all establishments are closed and heavily inactive.
ARTICLE THREE:
Have the Department of Business bring an emphasis of responsibility and accountability on store owners, heavily punishing the owners (and the workers to a degree) with either fines, fees or fractionate their store and license. The owners and workers are taking up property and not using it which in turn slows down the economy, people go hungry and that property can be used by motivated individuals who are willing to serve their services to the populace of City Twenty-Four.

ENDING NOTE:
To have a city with a lacking market is worrying, preposterous even. It is the duty of those involved; Department of Business and the store owners to take accountability of the market within the city, keeping the mechanism of commerce spinning as each store closed for a prolonged time can have a detriment to the economy, the local market and the well being of the citizens. This will also prevent citizens being inclined to buy into the black market in the underground, seeing no stores open; they will be desperate enough to have such an approach - An approach which greatly affects the local economy, making Anti-Progress and Anti-Citizen elements more richer and the city economy in shambles.
