PARTY PROTECTION ACT

Preamble​


Through the past few weeks we have seen struggle after struggle, many hardships were thrown our way, and yet we persevere. That is because of our unity, our commitment to the cause. We must not allow for fringe elements or foreign actors to break that bond. Dangers lurk all around and we, like a wounded bear surrounded by wolves, must be extremely careful. As such we must protect our Party, the brain of this City, from any and all attacks.

Art. 1 Moderation of political expression

1. Upon the passing of this law, all binders shall require approval from the Office of the Consulate-General to be considered legal.

2. This process is a prerogative of the Office of the Consulate-General, as such their decision is final and the outlawed binder is not entitled to an appeal.

3. In the event of an extraordinary case, the Office of the Consulate-General may re-examine previously denied request. Such re-examination can only be granted once.

4. Only Citizens of Collaborator loyalty status or above may present binders for legalization to the Office of the Consulate-General.

5. Individuals or organizations found to be in violation of this article shall be prosecuted under 404b of the Combine Penal Code.

6. In case of organizations mentioned within provision five of this article, the person in charge of said organization shall be prosecuted in its stead.

7. All legal binders shall be put on a list. This list shall be publicly available.


8. The Central Reserve firm shall charge every binder a fee, before they can apply for approval from the Office of the Consulate-General. Failure to pay this fee will prevent the binder from applying for approval.

Art. 2 Protection of Party members

1. Upon the passing of this law, members of the Collaborators’ Party shall be put under increased protection from any attacks on their person, as to prevent foreign interference from hostile actors.

2. Violators of this article shall be prosecuted under V245 of the Combine Penal Code accordingly.

3. By members of the Collaborators' Party this bill understands Citizens of tier II and above.

4. All members of the Collaborators’ Party shall be provided with a request device by the CWU, free of any charge.


Art. 3 Protection of the good name of the Party

1. Any and all criticism against the Party or its members must be pre-approved, if done so in a public space.

2. The pre-approval of this shall be the duty of the ISD Censor General of Bureau of Broadcast in cooperation and with oversight from the Office of the Consulate General.

3. Any and all criticism against the Party or its members that were not approved shall be prosecuted under 415 of the Combine Penal Code. Repeat offences shall be further punished under 404b of the CPC. Additionally a 250 credit fine shall be issued to those violating this article.

4. Fine mentioned in provision 3 shall go in its entirety to the Civil Protection.

THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE

Amendments:
-changed article 1. Changed "Office of Consulate General" to "Consulate General";
-removed prevision 8 from article 1 stating:
"The Central Reserve firm shall charge every binder a fee, before they can apply for approval from the Office of the Consulate-General. Failure to pay this fee will prevent the binder from applying for approval.".

With that the bill returns to it original shape.
 
Amendments (in accordance to what was voted on):
-Article 1. Changed "Consulate General" to "Office of Consulate General";
-Provision 8 from Article 1 re-introduced, stating: "The Central Reserve firm shall charge every binder a fee, before they can apply for approval from the Office of the Consulate-General. Failure to pay this fee will prevent the binder from applying for approval.".
-Article 3. provision 2 changed to let the Office of the Consulate-General provide necessary oversight and introduce changes to all criticism censorship of public criticism;

*changing the provision to: "The pre-approval of this shall be the duty of the ISD Censor General of Bureau of Broadcast in cooperation and with oversight from the Office of the Consulate General." from "The pre-approval of this shall be the prerogative of the ISD Censor General of Bureau of Broadcast.".
