Preamble
Work cycles are essential to our economy. It may be considered to be on the same level as credits. Without them, we would collapse. That is what the legislation is about.
There were, are and will be several occasions where a labourer's irrational actions le(a)d to wasted valuable materials.
To combat the issue, credit fines should be the best approach.
Β§ 1. Definitions and Terminology.

To combat the issue, credit fines should be the best approach.
Β§ 1. Definitions and Terminology.
(1) Labourer
A citizen who takes part in a workshift hosted by the Civil Workers Union.
Be it enacted by the Security Council as follows:
Β§ 2. Article |
>The C.W.U shall be granted the permission to issue credit penalties to labourers.<
(1) The fined citizen must be Tier-1 or higher.
(2) Fines shall be in correspondence with the CWU prices. (e.g: Resin; 12 credits + extra fees.)
Β§ 3. Article ||
>Credit penalties shall have an increased amount for the city funds.<
(1) Each fine shall have a 25% increase in credits.
(2) The surplus shall go to city funds.
(3) The remaining credits shall go to the CWU budget.
Β§ 4. Article |||
>In the case of an overcharge.<
(1) The labourer must have the extra amount refunded, not the whole penalty.
Β§ 5. Amendment
>If a labourer can't pay the penatly<
(1) The citizen's award for participating in a work-cycle shall be revoked.
(1) When the labourer owes more than what a single workshift would yield, then it shall be logged down and the citizen won't get rewarded on upcoming shifts until the debt is paid.
This act shall take effect immediately after passing.
