OBJECTIVE / PREAMBLE With this act, we follow in the footsteps of Chairman Callaway's revolutionary reforms, evolving previously reactive policy into an offensive, constructive force for change. Nº25 therefor is a natural amendment, if not extension to Nº9. By voting this legislation into law, the Security Council and the Consular-Presidium affirms that those impoverished in our society do not have to be our enemies. Amongst many others, the downtrodden, sickly, and disadvantaged may be uplifted from decline by their own Merit, so long as they stand firm within our societal commitment to the Benefactors as a whole within civilized society. |
ARTICLE I> §1. The first Article of the Nº27 ''Liquidity of Dissonance'' Act shall override that of Article One of the Nº9 "Separation of Dissonance" Act and may be seen as an amendment to it officially in that regard. §2. The Condemned Zone (informally titled Indigent) will be simultaneously designated as a special developmental economic zone within the area of the district contained. §3. Members of the underclass may now be permitted to own housing outside of the condemned zones within traditional housing blocks standard of citizens belonging to Tier-0. By seeking out housing outside of the condemned zone, members of the underclass accept the full scrutiny and surveillance of Civil Protection as return for living amongst civilized society. §4. Entry into the Condemned Zone by all members of the population TIER 0 or above shall be only forbidden during times Marginal Socio-Stability or lower as according to the Socio-Code status chart. Failure to conform to this mandate is to commit an act of ANTI-CIVIL ACTIVITY LEVEL 3 or higher depending on severity or the Tier of the persons found and will be punished as such by protection teams. This is to encourage the lower-class to report all Anti-Civil activity before it happens, as, so long as the Insurgency is in check and the condemned zone population act in-line, there is no reason to prosecute. §5. Members of society found within the condemned zones by Civil Protection teams may be searched and questioned at the discretion of Protection Team units, and will receive a note on their datafile explaining when they were seen in the condemned area, the excuse given for their visit or being there in general, and sent on their way. §6. Entry into the Condemned Zone by registered collaborators no matter the Socio-Code will see their status in our society immediately put into question. Only select members of the Collaborator's Party may be permitted to enter the Indigent regularly at any given time only for reasons pertaining to their line of work, and must receive express permission from either the Office of the Consulate General, the Office of the Chairman, or a Rank-Leader of Civil Protection if the former are not available for an extended period of time (up to one week). |
ARTICLE II> §1. The Consular-Presidium and the Collaborator's Party recognises the status change in the condemned zones and will begin a campaign of boycotting the area in relation to the Socio-Stability code at the time. §2. The Consular-Presidium and the Collaborator's Party will task the ISD^2 (Industrial Satellite Division) with the start of a new campaign of public awareness to orient all members of society -- the lower classes especially -- against the Insurgency. The ISD^2 may take full advantage of the public view of atrocities committed by all those complacent in the Insurgency towards this goal. The ISD^2 is expected to design at least three new posters in the two weeks following the passing of this legislation, as well as new speeches, papers, and material in general. |
