CONEMNED ZONE REDEMPTION

OBJECTIVE / PREAMBLE In tandem with Nº27, Nº28 consists of a series of measures dedicated to combating Socio-Instability, Developmental Inequality, and Economic Stagnation within Industrial-24 by re-enabling both our garrison and work forces to reclaim previously abandoned, destitute ground. The passing of this bill by the Consular-Presidium signals our greater change in policy regarding the Condemned Zones and their residence. We affirm that those impoverished in our society do not have to be our enemies. Amongst many others, the downtrodden, sickly, and disadvantaged may be uplifted from decline by their own Merit, so long as they stand firm within our societal commitment to the Benefactors as a whole within civilized society. |
ARTICLE I> §1. Upon passing this bill, the Civil Administration and its underlying Ministries and Unions will take the first steps to officially begin the process for the renewal, reconstruction, and rehabilitation of the Condemned Zones of Industrial-24. The Ministry of Civil Protection and the Civil Workers Union will work hand-in-hand in the gradual undertaking of this necessary endeavour and will use Article One of this legislation as a blueprint for the first stage of Nº28. §2. In order to first secure the Condemned Zone, Industrial-24's security and civilian infrastructure must be extended to include the zone within its purview. The Civil Workers Union and its directories, with the help of Civil Protection Forces, will set up and maintain a healthy array of civilian and security infrastructure within the Condemned Zone alongside pre-existing installations within the rest of the city, funded in part by both City-24 and the Central Reserve Firm's Consular Reserve Firm branch. This includes, but is not limited to: • Civil Terminals, • Dispensers, • Surveillance Cameras, • Containment Fields, and • Biolocks. §3. Civil Protection will gradually adapt their regular patrols and zones over the Condemned Zone, exerting control over the region as if it were any other area within the city. Civil Protection will be given an ample budget from both City-24 and the Consular Reserve Firm to construct ample security infrastructure and defenses in and around the Condemned Zone to the discretion of their leadership, as well as a general stimulus of funds to further equip specific units. Examples of this may include the construction of: • Hardpoints, • Stop-and-frisk Checkpoints, and • Temporary Detainment Rooms. §4. A new committee shall be formed known simply as the "Condemned-Zone Redemption Committee" for the purpose managing, maintaining, and supervising the Special Economic-Developmental Zone (Condemned Zone). The Condemned-Zone Redemption Committee shall have directive authority over all efforts pertaining to the reconstruction and rehabilitation of the Condemned Zone, including that of Security, Construction, and Economic dealings within the Condemned Zone. The Condemned-Zone Redemption Committee will lead the direction of all reconstruction efforts within the Condemned Zone, and the head of this committee shall be designated by the Office of the Consulate-General, who shall also grant the committee several other members of the community to help aid in these efforts. §5. The Condemned-Zone Redemption Committee, in tandem with Civil Protection, may pass special policies local entirely to the Condemned Zone regarding the maintenance of security and safety for the Condemned Zone and its residents. The Office of the Consulate-General and Administration of Industrial-24 must be notified to this before any changes are enacted. |
ARTICLE II> §1. Article Two may go into effect at the discretion of the Condemned-Zone Redemption Committee, though it is advised to wait for the items stipulated in Article One to be met in full before proceeding. §2. A renewal of basic essential electric and plumbing infrastructure will be facilitated by the Condemned-Zone Redemption Committee. The Condemned Zone will be partially reconnected to Industrial-24's power grid and water supply yet may be cut off at any time at the discretion of the Head of the Condemned-Zone Rehabilitation Committee. §3. Reconstruction efforts will be pointed towards the Condemned Zone as soon as the rest of the district is rebuilt. Makeshift housing, debris, and any instances of infestation will be cleared to pave way for regular maintenance and regulation. The Condemned-Zone Redemption Committee may decide amongst itself how to go about this process, what to do with redeemed land, and how to gradually reintroduce it into the fold of society. §4. The Condemned-Zone Redemption Committee may hold special regional authority over the Department of Business in regards to the management and supervision of businesses and city fiscal interests within the Special Economic-Developmental Zone. The Condemned-Zone Redemption Committee may distribute licenses, legitimize previously unrecognized enterprises that abide by the Civil Code, and demand rent or tax from businesses within the Condemned Zone at the discretion of the Condemned-Zone Redemption Committee's acting Head. |
