OBJECTIVE / PREAMBLE This legislation comes at a time of great unsureness within the Office of the Consulate and the Consular-Presidium. This legislation is a move to centralize, and most importantly legitimize Greater City-24’s territory as a core to the Genevan Government. This will be done by instituting major structural administrative reforms mostly pertaining to the Collaborator’s Party, Security Council, Consular-Presidium, and the Office of the Consulate of Industrial-24. Further more, this legislation is to recognize the stability of power, the balance of power, and to serve as the prevention of arbitrary rule of the empirical ego and the overarching, nigh autonomous rule of the Consul of I24. hereby, the Consul shall be exercised its official rulings under the supervision of the Consular Presidium.​

ARTICLE I> §1. Upon passage of this act, the Consul-Presidium and Collaborator's Party re-affirms its ability to, at any time, call for a motion of no confidence against the reigning Consul of Industrial-24, as well as its associated offices. Called by the Consulate-General, voted by a simple majority, and much deliberation, a passed motion of no confidence will require the immediate resignation of the Consul of Industrial-24 from the position, and a return to councilor status within the Collaborator's Party, as well as a revoking of all their associated powers as Consul. §2. Upon the successful implementation of a motion of no confidence, the Consular-Presidium may hold snap elections within its chambers, wherein, only Collaborators of Tier-2 or above status may participate. All future elections for the Consul will also only have active members of the Collaborator's Party participating, as per the Mandate of City-24, following the Genevan model. §3. Until a new Consul can be elected by the Consular-Presidium, the role within Administration shall remain vacant. Any actors claiming to take the mantle in the Consul's absence without a mandate given by the Consular-Presidium shall be labelled a usurper and charged for treason. This act also recognizes the ability for the Consul to hold multiple occupations as Consul. §4. The Consular-Presidium recognizes the non-absolute authority of the Consul. The only entities our city recognize as absolute are that of the City Administration of City-24 and Our Benefactors themselves. Criticism of the Administration along non-anticivic lines is re-opened. §5. The Ministry of Civil Protection and it's subsequent underlying garrison, as well as Overwatch, will interiorize the contents of this bill, and, if necessary, will aid in the enforcement of it.​

THIS ACT SHALL IMMEDIATELY TAKE EFFECT UPON PASSAGE
