Workplace Safety Act

| THE ACT STATES: - All workplaces, from industrial to commercial must have appropriate fire detection and suppression systems installed and regularly maintained, this means smoke and carbon monoxide detectors along with suppression systems ranging from but not limited to CO2/Foam/Powder extinguishers, Fire sprinklers, Fire hoses and other implements such as fire blankets as is necessary for the nature of the premises and work conducted thein. Implements such as Halon extinguishers or use of asbestos is considered unsafe and cannot be used. - Staff are to be trained in the use and maintenance of fire safety equipment with drills conducted regularly, points of egress marked and kept free of obstructions. Failure to keep points of egress accessible during emergency will be treated as a criminal offence and any damage sustained. - All workplaces, from industrial to commercial must provide appropriate PPE (Personal protective equipment) and training suitable for the task undertaken by labourers, forklift operation and use of other hazardous machinery for instance will require training and possibly certification as deemed necessary by the CWU. - Staff are also to be trained of the various workplace hazards and methods of mitigation, employers are expected to provide appropriate signage, labelling and restrict access to hazardous areas via railings, fences, et cetera. For instance, when cleaning floors, a wet floor sign shall be erected until such a time where the surface no longer provides a slip and trip hazard. It is expected that all workplaces be well lit and well ventilated. - All workplaces are expected to have a first aid kit on hand and maintained regularly with at least ONE OR MORE members of staff trained to provide basic first aid and stabilise the would-be patient whilst the CMU are contacted to provide advanced care to the patient. - Equipment, structures and electrical systems within the workplace are also expected to be inspected for any faults, wear and tear and so on to see if a repair or replacement is necessary. Use of adhoc or jury-rigged machinery is frowned upon and if a better solution is available, that solution should be taken to mitigate failure and risk. - In the event whereby workplace negligence occurs, resulting in a worker receiving an injury, an investigation into the incident is to be made to identify the hazards and lapses in safety that caused the injury, should the foreman be liable, the foreman is to compensate the victim for lost productivity. Furthermore, staff who are ill or injured may, and are encouraged to, refuse to take part in workshifts to prevent spread of disease or furthermore workplace incidents. Doing so requires a doctor's note or visible ailment. - Logs of the hereto mentioned maintenance be it equipment, safety equipment, utilities and first aid supplies are to be logged regularly so that a lapse in duty may be noted and mitigated accordingly. These logs are expected to be truthful, informative and succinct, dated and signed by the operator. |
| IMPLEMENTATION: - The curriculum of first aid is to be designed and approved by the wider CMU community, once done, the education material is to be standardised and democratised to the wider public, first aid courses can only be taught by members of the CMU or other approved physicians and no other personnel. Similarly the CWU will draft courses for safety awareness and individual operation of machines such as forklifts, manual handling and use of heavy machinery. - As stated in the foreword, it is highly recommended an independent regulator be formed to aid in the transition process, provide counsel to organisations, inspect premises and enforce legislation when necessary. - Fire safety equipment is to be installed by the Civil Workers Union and maintenance of said equipment only carried out by an accredited member. This includes maintenance of any other machinery or equipment. - Due to existing financial pressures on small business owners, all safety equipment relevant to this act will be subsidised and supplied. Similarly municipal buildings such as apartments which are to be fitted with smoke and carbon monoxide detectors and extinguishers. |
