OBJECTIVE / PREAMBLE For the good of the city, as well as its further medical development, it is imperative that the current sets of laws related to the use of recreational substances and pharmaceuticals be relaxed and deregulated in favor of a legalized approach. It is thus in the interest of both the doctor and the citizen to see regulated distribution and use be permitted to the average member of civil society.This bill has been proposed to push clear cut and regulated legislation around the handling of legalized substances within Industrial 24 and later on, the entirety of the Region. |
ARTICLE I> §1. The following substances will be divided into the three following categories; Legalized, Heightened, and Illegal. A substance classed as 'Legalized' may be sold as normal to any member of society with no restrictions. A substance classed as 'Heightened' may be also sold to any member of society, however will be held to a minimum 20% price markup commercially from its price wholesale. Finally, a substance classed as "Illegal" shall not be sold to any member of the general public, no matter the reasoning. However, may be produced in limited quantities on request of the Ministry of Civil Protection, Conscript Stabilization Force High Command (Majors & the Commission), or Administration in extreme cases. LEGALIZED Cannabis, ''Blue Berry'', ''Happy Pie'', ''Sunshine Vodka'', Speed, ''Bob's Trail Mix'', and "Milky Way". HEIGHTENED ''Rave'' ''Protein Killer'' ''XP'' ''Third Eye'' and ''Artificial Fun'' ILLEGAL SPIKED TEAS AND COFFEES INJECTED APPLES ''Star Dust'' ''Transhumano'' ''Dark Shot'' ''Devil's Bees'' §2. The CMU is to be considered the main distributor of these recreational substances and pharmaceuticals. §3. Select citizens may bypass the CMU and acquire specialized permits from the Consular-Presidium's Consulate-General to obtain licenses for the individual distribution of the same narcotics and pharmaceuticals. §4. These narcotics and pharmaceuticals are to be unrestricted by loyalty tiers and allowed to everyone. §5. If found in possession of any illegal substances, citizens will be subject to V69. |
ARTICLE II> ''OFFICIAL DISTRIBUTION'' §1. The production of all legalised substances is still left in the hands of the Civil Medical Union's Pharmaceuticals branch, however no longer requiring a member of the administration supervising. §2. Store Owners and the CMU must sell any legalised substance to a willing member of society regardless of status. §3. Upon sale, Store Owners and the CMU will no longer be required to create a ''receipt'' of sale. §4. As apart of Article One, the CMU will be the only preciding region where members of society shall purchase legalised substances, unless trusted enough by the CMU, CWU, or CCA to have regarded a ''Narcotics'' permit. §5. The Civil Workers Union may engage in any form of substance production, legal or illegal, as long as there is a city that is willing to buy the products from us. If the substances are dubbed illegal, they must not be allowed to come into the civil populace, failure to regard as such will result in punishment. |
THIS ACT SHALL TAKE EFFECT IMMEDIATELY UPON PASSAGE
