OBJECTIVE/ PREAMBLE For too long, the primary arm of research and development within the Greater City-24 Region has been neglected by conformists and red-tape bureaucracy alike; merely sidelined as a simple department in charge of remedying the seasonal infestation. Science shall no longer be an after-thought of policy but shall be recognised as what it is: the engine of economic growth and the purpose of The State. 'Collaboration' is an act of Hyper-Modernity.​

ARTICLE I> §1. The Science Research Institute (S.R.I) and its researchers shall be given extreme leeway when it comes to expanding our scientific theater. The S.R.I will operate with reduced policy constraints that impede on research progression or limit the inquisitive endeavors of said research for it’s personnel, provided all activity remains in compliance with the Civil Code and the safety is left to the discretion of participating researchers. Any researcher employed under the S.R.I may bring up a specific policy in place within the institute that for one reason or another inhibits their ability to conduct research, by which, the policy in question will be put under review.​

ARTICLE II> §1. Researchers shall be granted eligibility to apply directly to the C.R.F for increased financial support regarding both upcoming and ongoing projects. This process shall not require prior approval or oversight from the S.R.I Director, in order to encourage innovation, initiative, and certain productivity among the lower-ranked pool of researchers. This per-project micro-budgeting also comes paired with a flat 19,500₠ increase to the baseline S.R.I department budget (although this is dependent entirely on the Central Reserve Firm as they hold full unilateral control over the City Budget). §2. Facilities previously used by the C-P-R-D are to continued being leased to the Society of Dynamic Arts & Research (S.D.A.R) at an approved and reasonable rate set by the Central Reserve Firm. This cooperation aims to improve institutional efficiency and scientific advancements along with junction of the S.R.I, who will be authorized to share the facility at the behest of the Head Patron of the S.D.A.R. §3. Senior Researchers within the S.R.I may formally request the assistance of local Civil Protection functionaries for the acquisition and allocation of community dissidents with less than 40 Social Credits. These individuals may be assigned to the S.R.I for delegated short term experimental or observational research under controlled and supervised conditions as to allow for breakthroughs in experimental treatments or other projects of the scientific nature.​

ARTICLE III> §1. The Civil Workers Union (C.W.U) shall immediately commence the installation of furthered security systems within the currently active S.R.I laboratories or other owned facilities. Such measures are intended to safeguard research personnel, ensure facility integrity, and allow the ease of identification and documentation of criminal activity for proper Civil Protection review.​
