OBJECTIVE/ PREAMBLE
Industrial 24’s Information Sanitation Department (ISD) has committed to an insulting domestic blunder by legitimising the voluntary relocation of uprooted citizens to unauthorised homeless shelters. Consequently, the capacity to maintain supervisory control through conventional means of district-sequesterment and surveillance, has been disturbed.

Pitched shelter-tents, both unequipped to deal with the demand of displaced residents, and unsightly, shall be removed and the responsibility of housing inter- and intra-district refugees, cast to the ISD.
DEFINITIONS AND TERMINOLOGY
§1. CAD: (Central Administrative District) The abbreviation of the presiding district of administration in Industrial 24.
§2. RCI: (Refugee-Claimant Individual)
An individual who fulfils the criteria of eligibility to seek refuge following recent structural collapses in i24.

ARTICLE I>
§1. The Civil Protection (in districts 9, 12, 17, 22, 37, and the CAD) will be tasked with impounding or destroying all illegal property that pertains to the unauthorised sheltering of uprooted citizens following recent infrastructure and residential collapses. Citizens suspected or caught utilising these illegal facilities will be arrested and kept in temporary custody of the Civil Protection until transferral can occur.

§2. All manner of procedures are permissible, and the specifics are to be delegated to Civil Protection High Command in each foregoing district. District reviews will commence after the removal of all property within a district and the approval of its High Command authority. Only following the completion of reviews and signing-off of the completion thereof by investigative parties in each district, will the implementation of Article II be permitted to commence (subject independent to the districts themselves, there is no requirement to await the approval of any other aforementioned district before doing so).
ARTICLE II>
§1. Held refugees will immediately be assigned RCI status and transferred into estates owned or rented by the ISD and any affiliated organisation. The ISD, their estates, and all employees will be assigned mandatory custodianship over those who hold RCI status. Those with RCI status will be exempt from eviction from ISD estates if they can prove that damage to their prior residence precludes activities of daily life and is ≤ 1.5 km from the estate in which they seek to take refuge.

[As it pertains to the CAD]

§A. Chief-Censor of the ISD Brian Robert Postman will be held responsible for the facilitation of RCI's within the CAD. Relevant estate owned by the ISD within the CAD will be authorised for use in this endeavour. Refusal or malingering in this affair will incur the responsibility to bear the consequences of any punishment assigned to any RCI from crimes committed thereof who would have been eligible for RCI status but was not sheltered accordingly.
