Civil Protection/OTA should have off world relocation to the Overworld, which would function similar to when your character goes out to the outlands as a citizen or rebel. It would also exist for the additional purpose of a "PK purgatory", where in the event of committing an offense such that would normally warrant amputation, you could have your character sentenced to a period of off world relocation which is often referenced by Civil Protection within the original Half Life 2 games. 1663744879960.png

Moved your post to this subforum as this is a non-dev suggestion. As for my personal opinion, I can only see this working out as an event. Much like the Incarcerated event Short Stories had. So maybe it can happen if one of the CT members or Short Story staff are willing to put effort into making this a thing.

I'm not sure if Overwatch Forces faction want to pursue this thing and implement it into the main server. We're already sending units into outlands so who knows.

Hi! We did a Short Stories event just like this almost a year ago.

Vilhjalmir is correct, this concept can only really work as an event, and it did.

Can you elaborate on why you think this could only function as an event?

This is never described as being 'temporary' in the games or our own lore. When they send you off-world, you are gone for good. Any temporary punishments can be handled by the OCR which CP's can freely use whenever they want. This would only work with a consistent string of events constantly keeping up with those sent - which just is not feasible.

its called permanent off world relocation, which implies the existence of a temporary one. plus, you have to account for the whole combine being under attack in the game and facing great strain. im not saying i want a constant string of events, rather it would exist as a replacement to just instant amputation for something like not co-operating with the combine. in the same way a character can go out to the outlands, off world relocation could exist as a forced way of doing that like a character ban, and a way for cp and ota to have the option to do something like the citizens do when they go out to the outlands.

Well, what's there to passively do? There isn't really any details about the punishment itself. For all we know, off-world relocation can just be some excuse the Combine uses to explain why a person goes missing when they're actually dead. Or maybe the off-world they mention is a prison itself or a testing facility or a literal wasteland on a different planet, all for them to to die in.

And considering it's a punishment, I doubt people would enjoy the heavy restrictions as I doubt the Combine would grant them freedom in a literal hell hole designed by them. As a short run event, it'll be cool. But for the long run? It'll get boring and frustrating.

Short Story did this sorta thing already. It was an event called "CERES OFF-WORLD" which took place as an off world re-location work camp

granted, there is a lot of creative liberties that can be taken within this concept, but the idea of the combine's main goal of propelling humanity to the stars is something that should be explored more. the Combine COULD use it as an excuse to explain death, but why do that when they have mentioned wanting to do that with humanity before with Breencasts, and they're also the rulers of earth that answer to no one. Why would you explain a death to a community when you can give them breen water for a month and make them forget it all.

it can be a punishment but it can also be a gift, if willard chooses to expand past the world of city 24, the Overworld could exist as a place of refuge for the richest and most loyal loyalists, it could exist as vast expanses of wastes kept alive by rebels and prisoners in a mad max sense of government, it could be anything. i dont want to get down to specifics, im just suggesting that the concept of off-world relocation can be done and it can be done well.

Wouldn't make much sense to be honest. Original idea is that it's a punishment. Also have to keep in mind of the dialogue in HL2. The Overworld is not suitable for humans at all, requiring a host body. And I doubt such a sinister place is for comfort and loyalists being so willing to go there. Breen was only willing just so he can live and he was hesitant at first.

Opening this new door to the idea that the Overworld is filled with loyalists enjoying themselves and away from the off-world punishment route just strays us further from the HL2 environment and from your original suggestion. You first suggested this as a 'PK purgatory', not a loyalist beach. Maybe you're just expanding a little but still.

im just saying that this concept can be executed in various different ways.

you kill antlions with the other people who were relocated until you either die or live long enough to come back

see? this is what i mean when i say the concept can be executed in various different ways. by the way, this idea is good AND is in character with the Combine.
