This thread will come in two sections. Oppression & City-Side Responses and Cops & Dispatch.

Section One will argue for more prominent, half-life 2-esque city side responses.

Section Two will argue for more interesting cops and dispatch.

Oppression & City-Side Responses
(the less controversial part & part that actually should be done)





Check out the videos above for some inspiration.

Whenever something (bombing, cop shooting, zombie infestation, rebel push, antlion invasion, whatever) happens, the City-Side response is usually just 'get inside le apartment' wait for it to be over, 'now clean up.'

City-Side Responses should be interesting. Roll an APC down the streets, have cops immediately set up checkpoints, gather everyone on the streets (for a maximum of like 3 minutes) pull people out and beat them, raid shops, use judgement waivers more leniently, have alarms (HL:A alarm) go off but don't force everyone inside, have random roundups at times, have dispatch going nuts, basically give a show of force every now and then.

City RP feels like slice of life RP. There's less overall oppression in the general atmosphere and it's just like a regular slice of life, city-rp.

Cops & Dispatch
(the part that's more controversial and more personally preference on lore)


Read that thread above for inspiration.


Alot of what I'm about to say is personal preference on lore, compared to what actual changes I believe should be done above. Maybe some of this could be done through IC/OOC change (CT changes, CP leads, or blow up your local OCIN tower). Anyways onto the main show.


1. A.I Dispatch shouldn't be online 24/7.
Instead, it's a temporary measure. When things get bad, a Rank Leader can essentially 'turn on the A.I' to solve their problems (whether it be riots, rebellions, major sweeps) etc. The Rank Leaders then can turn it back off. It can't run for more than ~3 days straight.​

They solve disputes. They wrangle the forces. No more dispatch creeping in. The thing about the Captain & Rank Leaders are, ultimately, they can be corrupt. They want to frag some cop they don't like? They order another cop to blow his head off. Some cop doesn't like his rank leader? He blows their head off. Kill your Rank Leader, literally.

4. Detectives
Cops. They investigate crimes. While the glowies (O.S.I) handle informants and the infiltration of insurgent groups, the regular police force handles all the minor crimes committed by everyone high and low. These Detectives, handling a badge and a gun and maskless, go around and do their job.​

5. Fixing Lore Problems & Some other Stuff

Minor Lore Clarification:

Civil Protection:
City Cops. They handle the City, crimes, etc.
M-A-A: Localized to each Sector (supposedly). Fight in different conflicts that are 'to large' for OTA or don't fit CPs. They are fighting out in the trenches, patrolling shitty places, fighting in wide spread urban warfare, etc.
OTA: Super Soldiers. Few and far between. They escort the CCA or go on missions that CPs/M-A-A might've failed at. They also go for highly specialized missions and the like.

The MCP:
'Where does MCP fall in here?"

MCP should take a backseat. Some cop or RL gets fragged? They don't get involved. Fuck. Remove the investigators even. Leave it to the Captain or Rank Leaders. MCP should only show up if say, the Captain gets fragged, and they need to find someone to replace him or something goes wack with Dispatch.

The bottom line is making roleplay.
All of this could come through an event, some people fucking with the OCIN tower, and maybe some changes by CP leaders or the CT.

I did always wonder why we never used the barricades during Yellow. It even says to start making choke points and mandatory searches. To start manning said choke points and clamping.

These both already happen. Many times something big happens, tunnel gets closed and checkpoint gets opened. Also, there have been multiple instances of everyone getting rounded up, so that also is a thing currently.

Also, its never just three minutes or whatever. It takes 3 minutes just to get people in a line. It will take another ten at least for them to do what they need to do if its at all worth doing.

Last time this happened people complained endlessly. Which I get.
JW's, even though they are technically incorrectly placed against AW's are A BIG DEAL. A JW is essentially the Combine refusing to pull anymore punches and is its forces fully 'awakened' as Alyx would have put it. JW's are rare for a reason and its because the more something happens - the less cool it quickly becomes. If every single significant rebel incursion leads to some ill-conceived JW, its just going to quickly rob a JW of its status and severity. There is nothing added to a situation by turning the map a red hue and sounding some alarms. Those alarms matter because of them representing the genuine and unhindered might of the Combine war machine coming to life.

Unless you want rebels getting painted on the walls by synths regularly, this is a bad idea. Your only other option would just be dumbing down JW's to a point they no longer even represent a JW...in which case why even call one?

Pointless deviation from established canon. Dispatch already has minimal (practically no) control over things during blue sociostablity, and its control only starts to enable as the situation deteriorates. This would change nothing save for making the city feel quieter and more standard to pre-war life.

This is all pretty much how it is now. The only real difference is that players can choose whether or not they murder eachother, and that RL's are generally encouraged to be pretty devoid of outright corruption. This is actually a good thing because without this, civs are even more screwed than they currently are and will have absolutely zero options regarding CP's that are just outright psychotic. This stuff all can happen across pretty much all factions. Players just aren't forced to do it, cause most of the time doing it is fairly stupid IC.

Cops. They investigate crimes.

OSI is a non-faction and should not even be considered. I've never actually seen anyone levy praise to the OSI as a group.

Getting mixed signals here. Why would you intentionally replace what is arguably the most recognizable and stringent form of oppression in HL2, with *a guy* who lacks any incentive to actually uphold said oppression? That's just going against the idea that things need to be more miserable.

MAA are expendable, low-priority 'troops' whose primary purpose is to
A. Hold that in the outlands which is not important enough to warrant the presence of synthetics or OTA
B. Form a center line and take the brunt of enemy fire and defenses in order to allow OTA to strike from alternative angles, or generally advance with less casualties.
C. Simply be a pool in which any actually impressive soldier is pulled from service and made into an OTA.

I know the faction has largely done what they can to pretend MAA is like...the US marines...but that doesn't actually make them what they are.

In short, none of this seems like it would actually change anything since its either already a thing, simply left up to player agency and thus not enforced OOC or just silly.

Not many more places to checkpoint other than the ones that're set up. Besides, being a cop and standing still at a checkpoint isn't exactly riveting for neither civs nor CP. Trust me, I manned CP-1 during both the party and the RDT reopening and being there for 6h is dreadful. Plus, there will be bitching "wtf cant play in slums anymore" - more after. A lot of places have been "monitored and controlled" lately, with streets being restricted, and all, it's good. I'm not sure if you hang out the public side of the streets a lot, but, it happens.

The latter we already do, the former is just an edgier and even more roleplay-lacking version of an inspection. It also begs for OOC conflict, by deliberately causing injury to characters who had no involvement (I'm not saying it shouldn't be this way, I'm saying I've been in enough HL2RP to know it'll happen). Besides, conflict shouldn't be artificially mandated like that. If someone wants to get violent during an inspection, let them.

No and no. They are bound to be overused, and they will lose meaning when they happen every week. Besides, what's the point of an alarm, or an emergency status, if everyone's free to walk where they please? That's like if Britain sounded the air raid sirens in WW2 but encouraged Mr. Jones to still go out with his public parade in front of the town hall.

This already happens enough times in my opinion. Besides, dispatch as a role is a big dedication and part-time enslavement.

While undoubtably a player problem too, I feel this is more a Creative Team issue (where you belong) more than a faction issue. Players cannot be expected to craft everything to do with the bigger scale of things. Inter-personal, evidently, it's up to them. And while I understand you can't also be doing this 24/7, it feels a bit odd to protest it considering you're part of the select few who have a hand in changing the waves of passive.

Also, I get it's a dystopia, so I'll agree, albeit discretely, to the fact there isn't enough opression. But recently I've seen threads about people legitimately thinking that "loyalists are too oppressed"; which evidences the fact that perhaps the root of the problem is people don't understand the core of the gamemode. And, with this sort of on-your-face backlash every time something more oppressive is tried, how can you expect the CP to try and perpetrate it? I'd argue their players are especially mindful of the rest, and this lack of oppression is more due to the fairly negligent attitude every non-CP party holds OOC. I.E, the CCA wanting authority over the CP, loyalists wanting authority over CP, and rebels complaining they can do too little.

(When, in line with what you said, I feel like they are among the freest in terms of HL2RP I have ever seen)

As for Riot Gear, no. As evidenced with a certain armband in the CP already, the whole "staged response levels" doesn't really work. Besides, we don't need to deviate from canon even more. If you wanna give us a riot shield, sure, but the standard protective gear includes a bullet and stabproof best, rubber gloves and boots, and a baton able to fry you in one hit, as well as full face protection. I'd argue that's more than enough for riot control.

It's odd you ask for dispatch to go bonkers more often but also insist it shouldn't always be on. But... This is a good idea. Will take some restructuring, but it will also demand presence and leadership from RLs and command units (and free dispatch players from their slavery). It does deviate from canon a lot, and takes away some of the elements of daily CP roleplay, however, so I'm not sure I support it.

This... Already happens, though? I am not sure if you've played CP recently or at all, but, when dispatch is on, every cop is at its highest behaviour and for good reason, considering that little bot can order your family gunned down over a mistake. And no. No riot gear, again. We already have enough "gear escalation", IMO. JW and APCs, I've already touched on, and so did I with sweeps/checkpoints, etc.

100% agree on this one. Just a point that should be said and made. There is no point in having rank leaders or captains if they only flag on to follow dispatch's orders or walk in circles through the plaza like any other unit.

Mostly agree on the taglines, even though the ones you listed off of the guy's post are incredibly cheesy and, frankly, bad (but that's just personal opinion). We could do with more in general.
Agree with the precincts. On the fence about human dispatchers. While I'm of the thought there exists the possibility for the dispatcher woman (or women) we see in the games to be an actual person, I'm not sure they'd be exactly socialites.

This is just me but I don't think the MAA should exist at all. It's just... Not very canon. They play it off as unbreakable marines but they've had like 3 deployments. And if you want a civilian volunteer force to keep order in the shitty parts of town... that's what the Civil Protection is and what it is there for.
What you defined as the MAA should be the grunt-tier of the OTA. The OTA should also handle outlands and similar other missions.
OTA should be feared and in(technically, trans)human, correct, but we shouldn't escape the dichotomy of CP:cop, and OTA:army, and excuse it too much. The MAA is a middlestep that is misunderstood and misused because it doesn't really fit.

Agree. Nothing else to add, save for the fact that I'd be lying to say the RP they put forth isn't masterful. They add that little touch of fear that the CP need on top of dispatch. It hits so much harder when the one being inhuman and robotic isn't the AI, but a guy better suited than you. The disassociation is incredible. And unironically a very good deterrent from seditious thoughts: if the robot says it, the robot doesn't "understand us". If a guy who's been through what you have up to the point he has reached the MCP says it... Surely, it's because of something, right? He can't be "fully gone", can he?

Important. There's one reason why high ranking units don't usually do the interrogations these days, or investigations specifically. It ended exactly as what you're actually wanting to see, Merlin. I think if you had gotten into a CP whitelist, you'd enjoy it.

I remember the time when my Officer known as HERO-111 got back on duty for the first day returning. He was given the task of solving a rogue cop riddle and he figured it out by a few slip ups presented during interrogation. Then he was shot in the head by the person he was interrogating and was PK'd. Sparked a shoot-out across the NEXUS. It was pretty... tense.

From what I recall, these things can still happen if a unit is ballsy enough to do it.

I double-checked with Phoenix as CP lead and he stated clearly that units can frag their commanding officers if they dared to try it.
The severity of the situation always usually depends on either a character loss or whitelist loss depending on the faculties involved but there's clear guidelines to look into with the faction.

Either way, I hope that clarifies something on that part.

I have noticed a distinct lack of 'leading' from some of our RLs in some situations. Personally, not a fan of it and RLs should always take the field command when they are online and actually give out directives (I regret getting PK'd).

Captains should occasionally get on and ensure to keep them in check just like RLs should keep an eye on their units. Even put pressure on them and maybe as well do RL meetings like before.

We're fine with the taglines we have now honestly. Adding more will just be more useless. Big fucking no on human dispatchers. As Redhot said, we've deviated from canon enough as is. I think we're fine with what we have. Anymore than that it is just either useless or will make things more confusing.

As for precincts, sure. I think that'll be a good idea. I always love the idea of Civil Protection units not staying in one place like the majority do. I like to take ClapTrap's DEFENDER-15 Rank Leader char as an example. A unit that went from Seattle to i17 then eventually to c17 (went to different cities sure but you get the idea).

Though the one thing I wish wasn't the case is that players who send their cop chars to other precincts have to make up what the other precinct is like or rather what their experience was. And people would want to play through that experience rather than imagine it once their char is back on the server's map. It be pretty cool if some passive expedition can fill that void but that'll be more work and less likely to happen.

MCP is already that. Or should be that. In no way are MCP to intervene in civil protection field duties unless it involves them which should be very rare. Despite them being superiors to civil protection ground units, they aren't your exact commanding officer. If you see that from the MCP, I recommend you speak to the Faction Leads.

Co-CCA Lead Spokesperson here.

I don't believe we've ever had that mindset OOCly [Under the Noodle-Furious Reign], nor have we ever at all, lobbied for authority over Civil Protection. If you're wondering why CCA Members [Ministers+] have authority over Ground-Units. That decision was solely in the hands of the CP Leads, who opted to generously grant us authority over ground-units We were not made aware of the changes prior to their announcement. We didn't even know it was going to happen.

And given that, I don't believe our faction has ever displayed that attitude. Civil Protection has a lot of freedom. If you really want to, you can simply remain silent over CMB Frequency whenever someone speaks over it. Slight risk factor added into the mix. This is why some CCA Members opt to reward or put in a good word for the cops who escort them. [Bribery].
 
Corruption doesn't really exist. In part because (at least I believe) dispatch + MCP is an ever present threat to just blow your brains out if you are maskless or frag your superior officer.

I think you could add alot by getting rid of dispatch as a 24/7 thing (like literally have it be turned on), having some maskless detective cops, and maybe some harder crackdowns when dispatch turned on. I'd shit myself if dispatch turned on, cops rolled out in riot gear, and they threw up some barricades and maybe took out an APC (even if it can only be on triumph and victory).

You really just need to have the atmosphere for interesting thing and people will fall into line. No one told cops on I17 to be corrupt or rave, they just did.

a lot of the points you have brought up have already been addressed by redhot, as for maskless cops and stuff that's a complete and jarring tonal shift that i see little benefit at all from, the whole anonymity protocol would have to be changed to accomodate it for what i see as little gain

i think you would benefit from having a greater understanding of the faction before making these posts, ideally through playing it (apps are open)
 
I'm gonna start by saying I'm probably (actually, most definitely) biased towards Civil Protection when I say I'm actually pretty fine with how things are going in regards to City RP. The system worked back when I was a citizen, and it's working right now as I am an officer (again, definitely biased).

Granted, I will agree that Citizen RP during the more heated moments (i.e. bombings and shootings) sucks, a lot. I don't think anybody likes being stuck in a room for twenty minutes as units break down their doors to search them five times in a row. Unfortunately, I have no idea how to actually fix this issue without just giving it a new coat of paint.
As of now, I'd actually (personally) focus more on the inner issues of Civil Protection rather than the external ones, i.e. promotions/rewards (80 STC for a scope, same currency that you use to rank up), the weapons debacle (good luck fighting against an M4 rebel with a USP that does 5 damage per shot - somewhat mitigated by QRF, but also not really because they're reserved for a second wave, which implies the rebels won't just run off after the first attack), Rank Leaders/Captains being a rare sight (latter much more, which sucks because only the Captains can set wages appropriate to your rank), specializations feeling a bit... nonspecializing (the only difference between QRF, IAT and TCU is that in rare circumstances, you get to do special things, but you're mostly doing everything a normal unit would do and have pretty much no obligation to commit any to any your added duties) and etc.
 
I fully recommend people asking changes to Civil Protection to try and apply for the faction and play it. It's the only truthful way you can get a grounds on approach for what you're trying to look for. Appearances and expectational value may be deceiving without it.
Cops were 110% told and FORCED to be corrupt by CT.

This is something else to note - people don't do this out of their hearts or for the good of the thought processing of ideas. Sometimes it needs to be locked in place, or people will not bother to do it. You have to present something for a reasoning of why. It worked for the week that it did, until that Bloody Day happened.
 
So far I think the Civil Protection faction is overall fine. You made a few good points but most of them are either already a thing or just something we are not looking for.

Only issue I see currently is some of our player's roleplay quality within the faction (mostly a IC issue) and among other things.
 
cop applications should be ooc and ic again

ooc applications produce better quality characters, rather than grinding for loyalist points on an uber loyalist who sees no fault with the combine at all and just exists to do workshifts and clean officer's boots

so ooc apps = better quality roleplayers and characters
