INTRODUCTION

This guide serves as an informational reference for the various procedures that Citizens are expected to cooperate with. Keep in mind that although it is written from an out-of-character perspective, the content may be used in-character. Between the two decades of Combine occupation, it's safe to assume all characters would have basic familiarity with most if not all of the protocols touched on in this guide, whether that be through experience or being taught through Citizen orientation, broadcasts, or other mouthpieces for the Combine propaganda machine.

SOCIO-STABILIZATION
Socio-stabilization is the stability of a district measured in colour-coded stages. From highest (stable) to lowest (least-stable), the stability codes are Intact (blue), Marginal (yellow), Critical (orange), and Fractured (red). You can expect heightened hostility and harsher punishments from Civil Protection as socio-stability lowers.
Unrest Structure is always in-effect during orange socio-stability, during which Citizens must comply with the following measures, enforced by Civil Protection:
  • Non-essential functions or gatherings must be postponed unless otherwise authorized.​
  • All citizens, regardless of status, are prohibited from loitering outside. Streets are reserved for traffic; getting from point A to B.​
  • All citizens, regardless of status, are required to wear citizen jumpsuits.​
    • CWU/CMU/MOP members are allowed to wear their uniforms ONLY while actively working.​
Fractured socio-stability modifies Unrest Structure with the following measures:
  • ALL functions and gatherings are cancelled, including the Security Council.
Judgement Waiver may be called in circumstances in which the city is facing a serious threat. Some things to note:
  • Curfew is active at all times (see curfew section).
  • Collaborator immunities are waived.
Autonomous Judgement Waiver happens in extreme cases. It follows the previous mandates and adds the following:
  • The maximum punishment can be issued regardless of crime severity, at the discretion of ground forces.

RATION DISTRIBUTION
Rations are used to control and punish the populace. They are managed by Civil Protection. The left side is a priority queue reserved for collaborators who meet the criteria for that privilege. Ration availability is affected by socio-stability. Citizens are expected to remain quiet while in line to retrieve their ration.
  • Intact: Active​
  • Marginal: Scheduled​
  • Unrest: Restricted rationing​

PRIORITY IDENTIFICATION CHECKS

Block inspections and priority identification checks are one and the same. They are called over City broadcast systems. Each order means something different.
  • "Assemble in your designated inspection positions": Relocate to your apartment and stay put. If you do not own an apartment, you must find one to stay in for the remainder of the identification check. You may interact with roommates during this time. Keep the door unlocked unless you want it getting kicked in.
  • "Assume your inspection positions": Face a wall and prepare to be searched. After everybody in your apartment is searched, you may resume interacting with roommates.
  • You are not permitted to leave your apartment until the identification check has concluded via broadcast or Civil Protection otherwise dismisses your room/floor.

CURFEW
Curfews are self-explanatory. They may follow after a block inspection, but they are their own separate things. If a curfew is called, you must immediately make your way to your housing block (the building your apartment is in). Citizens may freely roam their housing block, but may not leave the building until curfew is lifted.
