Now what is my suggestion to fix this ? For starters make it so OTA squads can NO LONGER DEPLOY for any reason outside of pre-planned events. Now that's a pretty big depuff now what do I propose to replace this ?

OTA takes on a role of advisors/ force multipliers for Civil Protection. What do I mean by this ?

For example a team of 3 CPs can have 1 OTA soldier join them as an advisor, 6 CPs can have 2 OTA advisors 9 can have 3 and so on so fourth, in terms of specialists like the Wallhammer and APF I think I good system would be that the Civil Protection team needs to have a Rank Leader present for a specialist to be allowed to join them and possible also have a serverwide cap limit on the number of specialists. These OTA advisors can join Civil Protection in their everyday activities. They may voluntarily join or leave the squads and act both as squad members and take orders from the team leader or take command if need be and form their own fireteams made up of OTA if the CP headcount in the squad is big enough to accommodate for that.

Why would OTA do this from an in-character stand point ?

The reason for this may be due to manpower shortages so it is decided to split up the Overwatch soldiers into Civil Protection squads instead where they can act both as advisors to train the Civil Protection and Force Multipliers to make Civil Protection a more effective fighting force. Makes more in-universe sense then the OOC policy of "This many combines must die in order to deploy OTA and this many combines must die to deploy specialists, Max limit per wave is 8".

Was this how it worked in Half Life 2 ? No, then again during Route Kanal and Water Hazard Gordon killed like 50 Cops, Wiped out 3 outposts, blew up 3 APCs and 1 helicopter and OTA never once cared.

What this does for the server ?

Makes Civil Protection stronger as they can now have mixed squads with OTA. Cops can also get pk'ed less in small skirmishes as the Soldiers can spearhead their assaults and get killed instead. However in big battles the combine can no longer endlessly throw OTA at the rebels which forces the combine to decide if they want to counter-attack the rebels or let them go if they clearly know their forces are insufficient. This in-turn allows more rp dynamics between Rank Leaders and normal units in a very twisted way. Will you like the Rank Leader that forces you to charge into the rebel defensive line, or the Rank Leader that cares about the lives of their units, can recognize that the 3 OTA advisors they have is not enough and that they should back down from a fight to preserve the lives of their units. Who from the MCP will like which type of Rank Leader ?

Rewards rebels for holding out successfully against the combine instead of just getting another wave of OTA. Meaning Civil Protection is now forced to respond towards rebel acts instead regardless of severity. They can and should bring OTA advisors with them to be the heavy hitters but there will not be enough OTA to overwhelm the rebels alone and if too many cops die they may be forced to call the assault off. Keep in mind with this there would no longer be any headcount limit on the number of cops you can bring to respond to the rebels so appropriately sized forces can actually fight.

Big Rebel surprise attacks like vortigaunt liberation can now be actual surprise attacks rather then there being a ping in the OTA discord to get in since now there only needs to be a good number of cops on and around 2-5 OTA whitelists holders instead of entire squads which does most of the time require an OOC ping and ruins the surprise.

Allows more rp Between Civil Protection, OTA and even regular citizens since OTA may now be attached to Civil Protection squads.

Can be tied into the servers story as it shows how desperate the combine is to spread out their OTA into merged squads with Civil Protection due to manpower shortages.
 
OTA will never mix with civil protection sweeps. This is not only from a balance perspective, it directly contradicts a recent change/clarifier established recently. Also, the current server climate between rebels and the combine cannot allow this, through and through.

On the topic of vortigaunt freeings. They in themselves are an event, as such, they need to be OOCly planned. Unfortunately this requires OTA to be online beforehand to provide a realistic response and to add to the challenge which is inherit with a vortigaunt freeing.
