Fixed Overcharged from Barter if employed via terminal

1. Bug: You get overcharged from the barter menu if you're an employee who's been added through the terminal but not manually
2. Description: Same as the brief. Get added as an employee via the terminal, with any permits, and try buying from the terminal. You get charged more.
3. Errors/time: None.

Users are not overcharged. People with the permits now pay the same 20% VAT tax as the purchaser.
