Overzealous CPs + Cameras

First day on City 24 and the CP/Camera system is unacceptable. Cameras will go nuts the moment you open your steam overlay even if you are against a wall when you do it an don't move so pretty much any time you press the shift key. Because of this, I've had CPs run a marathon to run over to me and clobber me to death even when I explain to them what happened. They see that I didn't run and they know clear and well why it's doing it but they ignore any means of explanation cause they are just egar to get some swings in. Latest case involved two cops C24:RL.KING-4 & C24:CP.VICE-2 played by @Dark and @DanteeZe which lead to a piss poor engagement which I request involves investigation. Left my apartment to go grab a ration when the camera went off above me (I figured it was because of me using the overlay again but I'll get to why it went of in a moment). Next thing I know I cop dashes over to me tells me to wall it. I'm confused because I thought it was quite obvious I wasn't running. Against my explanation he clobbers me in the middle of the street and drags me away. When I wake the two tell me that apparently I was on BOL and it was a glitch in the system. They refused to tell me the reason why or what the BOL message said but regardless there needs to be a clamp down on situations where people were obviously not running cause this is getting really old really fast. Never have I seen a server where CPs act this nuts over the lowest level of violation.

Let's get this sorted. While I agree there's implications that need to be checked in the faction- this takes a twist on the situation regarding Rogue and Dark.

So both video evidences show a citizen is marked on the Be-On-Lookout system for Civil Protection in the opening seconds of Dark's video. Though at the same time Rogue was in steam chat and caused a sprint. That's GMOD for you being what it is - unavoidable. It appears that regardless whether you sprinting or not, the camera would have tagged you as you were listed on the "BE-ON-LOOKOUT" status within the Citizen Index & Combine Registry. A very rare occurrence where IC-OOC issues stem together almost immediately, but not in the way we think.

@RogueSynapse I don't think they hit you for sprinting, but it definitely was an issue that stems from a unit that did not take you off that BOL list and got you into that situation. It flagged you as a wanted suspect, what ever that may have been.

@Dark Didn't know this, and thought it was a clear indication that he was wanted. He moved in thinking it was all normal, but the evidence shows a unit was fucking around with the BOL-Status and in the end screwed up, causing the inevitable situation here. Sad, but shouldn't have happened.

TLDR - misunderstanding.

Yeah I'm more worried about the events earlier today that I didn't record. the incident with the two cops in the video was just my last interaction with cops before I decided to make the post. Honestly I don't think cameras should do that because whenever a camera makes that noise it sounds like something serious. I think the camera flashes should be reserved for BOLs but that's just my opinion.
 
I know that others mods and CMs have said this, but that video was atrocious (sorry Dark, but you're definitely in the wrong here). The camera system is very flawed, and will trigger as soon as you so much as sneeze. Seen this done countless times. Like myself, I sometimes have a twitch and will sometimes click my sprint for a split of a second, and the camera would do a "23-19, 23-19!!!!!!" and flash like there's no tomorrow.

Also the steam overlay is a pain in the ass, and can screw things up as well. I usually play Smite, and I've had instances where the overlay would pop up at the worst times on accident, and that's a game that doesn't even use the shift key.

I said this already to another, but my general rules when running a CP back when I was a DvL was:
1: Don't make friends with the citizens; you are to provide protection, but order. They are to listen to you, but you are not to be a tyrant.

In this being said; you are to keep your anonymity to a check; citizens shouldn't be your friends because that could comprise situations (such as looking away too many times, which could result in disastrous consequences). However you should at least have a level of formality that provides interaction with citizens. As far as citizens listening to you; yes, they must listen to your commands as you are the higher power; but you yourself without that mask are just as much as a citizen as they are. Granted at my time there was different levels in ranks, so some CPs that were higher up might be a bit more 'strict', but the general idea is that you don't just beat the crap out of people, out of the idea that in reality, you could cause internal bleeding ICly or worse.

2: If you must provide a judgement on them (whether it's being re-educated or w/e), do it in a place that isn't visible to the populace if that is possible.

If someone is being just straight up non-compliant and causing issues as a whole, or even disrupting and causing problems for other citizens, then you may have to hit them in public. However at any other given time, the citizen should ALWAYS be taken to a place that is away from others to both safely administer the judgement, and keep a better public eye.

My third and fourth things are technically off topic but still...

Thank you for your words of acknowledgment. I'd prefer to engage in conversation rather than act like there isn't a problem. This is a step in the right direction.

No one seems to notice the real issue here- Why are you counting 5...4...3...2...1... In real time seconds when someone is trying to rp with you? Rp is susposed to be time-scaled to allow people to respond.

Not only that- If a guy is walking in a line and not responding, he's probably in a steam overlay which is a brief OOC issue.

You litterally within moments whip out your stunstick without concidering the situation for the dude OOC'ly. There is -zero- benefit of the doubt, -zero- good faith here.

You're litterally going from 0 to 11 in the matter of seconds.

Then atop of that, dude makes a thread explaining why he felt this was disruptive and you decide to just vote all his posts with 'shitposting'?

 
The problem with this issue is that this kind of behavior is sadly encouraged by some of the rank leaders (not Spine). In the last few days I've seen incredibly malicious behavior from the higher ups, which slowly spreads down into the lower ranks until it becomes the norm:

- Attempting to PK a character that was AFK because they were standing in a 'condemned' building on the event map
- The whole debacle with the guy turning in contraband and getting charged
- Attempting to break up an event because citizens are "gathering"
- Beating some guy who held shift for 0.1 seconds because "ceepees can beat whoever they want" and threatening to leave the server when I told them to void it
- Using their mod powers to force people complaining about poor CP interaction to "shut up and get back IC"

Rather than create roleplay and interesting scenario's for citizens, they seem intent on wiping out all fun and creativity. When confronted with this, they get irrationally angry and believe they are somehow more important than the server at large. Bad behavior is being egged on in the Discord voice channels. Rather than respond to criticism and try to fix things, they mass spam emojis on the forums because haha funeeeee.

Feeling that I have a character as a Rank Leader, I should be stepping in to show how to deal with citizens that don't require the constant "beating quota" ethic. Then again, I've got a lot on my plate. Like Maroon said and he just isn't wrong about this; the RLs being the role model in every shape and form are inspiring the CPs rather overly aggressive behaviour.

Other issues include a lack of ranks. Power is entirely centralized on 4 people and when those 4 people arent on everyone is of the same rank and has free reign.

There is barely any chain of command, there is barely any structure.
Fuck it, I feel bad for the units honestly.

They can't even progress in term of earning a new rank or recognition for seniority.

Issue honestly goes deeper too.

Get a new roleplayer who's first time at rping a CP? He has only 4 people to guide his path- dudes fucked.
 
Movement violations always seemed rather silly to me; doubly so on a map this huge. I will ensure that Dispatch does not identify people crouching or running or jumping. CP's should also not prosecute people for it anymore, but rather, warn them to stop.

As for the poor engagement complaint, I will make one fact clear to the faction that apparently wasn't done yet:

Civil Protection is here to facilitate citizen roleplay, not to ruin it.
