Reason for detainment:
Investigation of V183, conspiracy.
On March 17th, 2020, I, Patrol-88 and other units, were routinely patrolling all public vectors when dispatch advised that a possible V183 was in progress.Unit: Patrol-88

Reason for detainment:
Investigation of V183, conspiracy.
Upon arriving to the area, units made contact with the individuals tagged by dispatch, identifying them as Hendrik Brinkenhaus, tier-4 collaborator, and Frederick Wilson, Tier-D underclass. After detaining both individuals and searching them, they were transported to the holding cells for questioning.
While en-route to the holding cells, dispatch advised that Hendrik was heard stating the following. "You could do the same, I could award you some extra royalties for doing nice things. I could purposefully sabotage someone's work and you'll save their life, I could award you with 'Hero of the Shift' for example.". This was audio recorded by scanner unit C24/Disp:AI-90.
Hendrik and Frederick were separated for questioning. Hendrik was re-located to the interrogation room to be questioned, and the results were the following.
While speaking to Hendrik, I informed him of the line of questioning and offered to lessen some of the charges for his cooperation. He advised that he will be cooperating to the fullest extent. When asked who Frederick was to him, he told me that Frederick was just some "random guy" that he just met on the same day. I asked him what was being spoken about with Frederick, Hendrik replied "That he should work hard to prove himself to the city, to gain ascension and to be a better man. We should all aim for those things, but I told him that he specifically should do so due to his status." He also stated that he "explained that the benefits are really nice, and gave him a watermelon to give him a goal to look forward to, to show him how nice the life could be if you work hard and have the best mindset for the city." I informed Hendrik to be weary of what he says, and his reply was, "I understand that, and I had sworn to always be truthful when I was given my position as Tier-Four. To tell the truth and the truth alone and to not spin stories to make them look better." At this point, I re-stated the recorded audio that scanner C24/Disp:AI-90 advised me of, and Hendrik's reply was, "Uh- I don't recall saying that. It would seem weird for me to say such things to someone I've only met today, right?" Hendrik was given one more opportunity to be truthful, but was insistent on sticking to his story. I concluded the interrogation, then passed on the verdict judgement to ROLLER-35. It is important to note that during the course of this interrogation, the body language of Hendrik was very tense, and that he was trying to subdue any physiological responses that could indicate deception. When asked direct questions, he would only reply with short responses, almost as if his answers were rehearsed.
I then brought Frederick Wilson to the interrogation room to question him. (The player had to leave shortly after, so the interrogation for him was expedited.) When I asked him how he knew Hendrik, he replied that he was new to the city and was just speaking to Hendrik for work. While looking at Frederick's datafile, I observed that he was transferred to the district on 06/10/2019 (OOC date 06/10/2023), indicating that he has been in the district for approximately 9 months. I asked what Hendrik was stating to Frederick during their conversation, and Frederick's reply was that he does not speak English well. No translators were present to provide assistance with the interrogation. I asked Frederick if Hendrik tried to make any deals with him in regards to work, and Frederick stated that no deals were made. When told that some of his conversation with Hendrik was recorded, he acted as if he did not know what I was saying. When I repeated the statement made by Hendrik in regards to the extra benefits, Frederick replied that they "spoke German", and that he does not know what I am saying. I attempted once more to get a German translator, but was unable due to lack of manpower. Frederick was released of custody due to my investigative leads being exhausted.
Roller-35 administered a V183 verdict to Hendrik and revoked his tier-4 collaborator status. Hendrik was also re-educated before being released back to the populace. This report will be forwarded to the appropriate CWU officials to review potential revocation of Hendrik's employment.
