The Philanthropic Society (PS) was composed of two intellectual minds within City Eight, Major Jones Duffles and his colleague Sir Julius Dominique Salazar IV, the men mentored by the Intellectual Cerebralist. Due to the total visible upcoming spree of anarchy, a society of citizens, loyalists, and collaborators agreed upon a beneficial future.

City Eight's civilization was constantly threatened by damage and chaos and the possibility of rendition if deemed by the Benefactors. The men, also known as Orators, have seen the proper lack of support of loyalists and collaborators for City Eight and wish to engage the loyalist lifestyle with ideals such as obedience to authority, a utilitarian organization, the upbringing of loyalists, and increased security and stability. These orators are intellectual talking heads who understand the situation at hand but also know how to resolve it, so they stand tall and firm as they conduct and provide a series of means to enlighten the populace.

Only through working alongside the extremely powerful benefactors can dreams, ambitions, and ideals be achieved. One of the many objectives of the PUC is to uplift the loyalist/collaborator society; through plans such as community engagement, recruitment to the pupil branch, and educational events, the populace of City Eight can obtain a uniform ideal.

This inauguration of these dedicated citizens, loyalists, and collaborators marked a significant event in the history of City Eight. Their agreement on these grand ideas and the creation of the binder was not just a mere event, but a profound moment known as the Second Coming of Intellectual Cerebralism, a moment that would shape the future of City Eight.​

Authority is a critical piece of City Eight, as the region is known to be an impenetrable fortress. Strong warriors must be built to protect a fort such as City Eight, as its residents run wild in chaos. This ideal is one of the many central pieces to the Philanthropic Society. It must be kept in this society and culture, as recent events demonstrate or reveal that protection is needed to guarantee total safety.

City Eight has been known for its wide range of ideal characteristics, many profound within society and culture. Uniformity can be obtained through proper education and enlightenment of the benefits of our Benefactors, such as liquidating and eliminating unfamiliar cultures. This brings society with a set focus, and a series of ideologies, ethics, and principles can become impenetrable.
