Fixed Pins no longer disallow papers being taken after server reset

1. Bug: After the server restarts, pins disappear and no longer hold papers in place. This allows for previously pinned-in-place papers to be stolen by anyone.
2. Description: Not certain how this would be fixed, but still felt I should address it. This issue has caused some headache as my menus have been stolen a few times now.
