What do you want authorization for?:
Complex understanding of distilling spirits and wines and the needed equipment to operate at a small-to-medium scale.

How beneficial to your own RP and the servers is your authorization?:
My character has already been operating as a small-scale distiller in the Eastern Slums in District 1, and they've made contacts with the Ministry of Agriculture about using the farm's potatoes as ingredients, the Precinct about distributing to their bar, and other shops about carrying the local spirit. The Ministry of Agriculture suggested upscaling and adding more variety to the drinks, so I feel this is a logical next step by getting actual authorizations outside of the event alone. What I've been trying to do is pay for potatoes, distill vodka, sell for relatively cheap to shops/bars/restaurants so they can resell for a profit. This creates multiple levels of interaction, and while I hate it to an extent because its repetitive and transactional, —that's business.
Pros of your authorization:
There becomes an in-character means of producing hard liquor and wine that can be scaled back and scaled up, depending on staff's view of the economy. My positive vision is establishing a distillery in one location that sells to other pubs and restaurants, potentially expanding into selling bar foods, (pickles, pretzels, peanuts).
I find that it's healthy for there to be another part of the economy outside of the simple shop, bar, or restaurant. Optimistically, I'd like to hire a crew, but it's uncertain how much I'd be able to pay while remaining profitable, given not everybody is drinking alcohol.
Cons of your authorization:
I already was accepted into a particular faction, which turns this into a 'double-dip' when it comes to becoming a function of the in-game economy.
Uncertain if there will be much competition. If I start one, will somebody say, I want to start one too regardless, or will they say, oh, well somebody has that covered.
This is an ambitious project and it will not likely succeed in the long run unless I can convince others to join me.

Nadiya Aristokiyeva understood the basics of alcohol since the days of homemade kvass, it was simple. Organic materials broken down with yeast ferment into an alcoholic posion, and it's this poison we all love and drink. Growing up in the 90's, there was never much of a need to brew your own alcohol, because vodka was cheap and plenty, even when everybody suffered in poverty.
Nadiya only learned the process second-hand when visiting friends, learning to make moonshine and potato vodka with a simple set-up. It was this set-up she replicated in the slums of District 1 post-war. Batch after batch, she made incremental improvements, along with some supportive literature found within the local library. Over time, she found a few more DIY home-brew books, covering different types of alcohol and the processes. Nadiya pressed her nose to the books, soaking up much of the knowledge and applied it in her own distillations.
I'd like to further discuss how operating the distillery would function when we transfer to the main district with staff at a later time, on the off-chance this is accepted.
