This I feel is one of the core tenants of Citizen RP, stores! and while you raise some very valid points, ultimately there's several key unchangable factors when it comes to how good a "store" will be, things like:Waiter, waiter! I'd like some roleplay, please!
A stupid rambling about stores
I consider myself a newgen on WN, so my experience starts at late city-8. A pet peeve that never stopped bugging me was how shops were run. They were so boring and 'lazy'. It felt like stores were only there to farm you some creds, nothing more.
Every one of them was almost identical with minor propping differences, always offering the exact same thing. What happened to being interesting and unique? Where's the sweet roleplay I requested??
Can't offer a solution to my issue, because admittedly I'm very dumb. Buuuut it shouldn't mainly be about those credit, instead it should be about offering roleplay and integrating itself more into the world.
I'd love to see more personality and diversity! Of course, this depends on the playerbase, instead of leadership. However, a push towards roleplay over in-game advantage would be quite nice to see.
Think of the Union section in the Whirling-in-Rags from Disco Elysium, or maybe a salon where your shoe can get polished and clothes taken care of, perhaps a tailor shop where they take your measurements and preference of fabric, then get back to you after waiting a day or two. You are not limited by scripts. Roleplay over Meta!!

An example of this, is back on the pre-24 city 8 map, it featured a night club-esk building, one from which I ran a business, a club funnily enough, I'd say it was quite successful for the time in which I ran it, it frequently got very high attenance, and due to my character offering services to the likes of the CivPro and Unions, generated some very unique roleplay, especially in the case of the CivPro, who had a cops only night kind of thing, then again, to quote the above, this was mainly due to the big three, the map design had the nightclub prebuilt, so with some modification, it was peak, this as well as my own creativity (yes I'm blowing my own trumpet) to get special nights and generally make the atmosphere inviting for all, and finally, the setting, being in a corrupt city, allowed certain leniencies that I took advantage of.
My point being, I think if someone tried to do exactly the same thing on some of the other maps we had it simply wouldn't have worked, or at least not to the same effect mine had. That being said, there's always opportunities for those creative enough, it's just a matter of finding something realistic that people will go to, to enjoy some peak roleplay and spend money.
For me, one of the most important things that CAN be changed, is the management of whomever is officially in-charge of stores, they should be ensuring stores that operate as nothing more than NPC vendors get turfed out if someone with an actually good idea comes around, people need to make the most of the space they have, because at the end of the day, there's only so many spaces that can be used for stores.
